Now that Chain Lightning and Price of Progress are down thanks to Eternal Masters, Legacy Burn is not much more than modern RDW. So, this is my version of this now cheap legacy deck.

If you want it more budgeted, cut the fetchlands and the sideboard Ensnaring Bridges. If you need to, you could cut Goblin Guide, but that would make the deck less powerful. I would run Hellspark Elemental instead, if you really want to cheapen the deck.
