Almost all the Generals from Commander 2015. Abuse those easy to get counters by using them to fuel the more valuable generals. Win through overrun? dump counters on Sliver queen and go to town? Use sliver queen to fill up on XP counters from Ezuri and then Blast through their defenses with Kalemne. Could probably stand to have a few tweaks still.
