This is a classic Esper Steal-Your-Stuff Beat-You-With-Your-Own-Deck deck, formerly commanded by Merieke Ri Berit. She got demoted because no one has any fun when she's on the battlefield nor when she is in the Command Zone. The no-tuck rule sealed it; she had to go.

Halfdane's strategy is to mill as much of everyone's deck as possible and pick things out of the graveyard. This fulfills the goal of beating people with their own deck, but stays fun as it rarely steals things directly from anyone's battlefield. Halfdane is almost always tied for the largest creature, so he uses people's decks without depriving them of anything.
