There are two primary win conditions in this deck. The first is to mill people out, the second is to build a massive army of flying faeries. Due to the commander, Oona, Queen of the Fae, these two gameplans can be easily combined: you'll attack one player with the faeries you generate while milling another player.

The deck is heavily reliant on Oona. To this end, you will need to ramp up to this six mana commander. Luckily the ramp used to do this is never useless in the late game since you will just sink any leftover mana into Oona's activated ability. The early turns are often spent ramping up, while the later turns are generally used to generate faeries and mill people to death.

While ramping and filling graveyards, you might as well use cards like Rise of the Dark Realms, Havengul Lich and Mnemonic Betrayal. In for some powermill, use your ramp to cast spells like Increasing Confusion (twice) or Mind Grind. Or use Oona's creature generation in conjunction with cards like Altar of the Brood, Sage's Row Denizen or Undercity Informer.

Of course, not every game goes optimal. To disrupt your opponent's plans, use counterspells suuch as Mana Drain (very good as it also ramps, but quite pricy), Induce Paranoia or Swan Song. Using counterspells in this deck is not too much of a downside, since you can leave all your mana open during your turn and use the leftovers to use Oona's ability at the end of your opponent's turn.

For the aggressive decks, use cards like Aetherspouts and AEtherize, to buy enough time to set up your own game. Emptying your hand in the early turns to put up some defences doesn't backfire as much in this deck as it does in others as your commander is a mana sink that generates value even without cards in your hand.

PS: I was lucky enough to open a Mana Drain in a draft. Since this card is fairly pricy, good alternatives are Unwind or Rewind or even just Counterspell.
