Trying to build a shrines deck given the core2021 spoilers, probably take it to modern.

also considering legacy with Serra's Sanctum as thematic and ramp, and Jokulhaups

Need help with this as a starting point!

Paradox Haze is a useful card to keep you alive, and to stabilize if needed around midgame, however if you will live, don't play it, a shrine is better

Propaganda and Sphere of Safety I think should be side boarded, bring in more removal. extra 2x Jokulhaups/Replenish might also be a reasonable for sideboarding, playing Jokulhaups wins on the spot, most decks do not currently main enchantment hate, so after will be a good time to up replenish numbers

Lands; has too many Serra's Sanctum's you never want a second one, happened too many times, We need basics so lets go down to 3x with a basic plains/forest

Late game, this is very good, every card feels like a "win more" card, just have to get to late game.
