Surveil is a new mechanic in Guilds of Ravnica. It allows the player to look at the top x cards of their library put any number of them in his/her graveyard and then put the rest on top of their library in any order. In short, it is an amazing card advantage mechanic, similar to scry.

"You may look at an additional two cards each time you surveil." This phrase alone would be enough for me to run this card, as it gives me an insane amount of card advantage until it's removed. But on top of that it has "Exile Enhanced Surveillance: Shuffle your graveyard into your library." An ability I can use in response to Sentinel Totem , which might otherwise hinder a surveil deck, or late game to shuffle all of my counterspells back into my library.

Counterspells/Removal

Walk the Plank , a solid removal spell that will work against ~92% of the creatures in standard.

Essence Scatter a useful counterspell that prevents your opponents creatures from hitting the field.

Thought Erasure , a preemptive removal spell that will gain you info, remove a threat from hand, and allow you to surveil.

Sinister Sabotage , a well rounded counterspell that helps you surveil for whatever it is you need.

Unmoored Ego Important card once you know your opponents deck/archetype.

Creatures

Thoughtbound Phantasm , Efficient blocker, and attacker, that gets out turn one and only gets better.

Dimir Spybug , double evasion, and a growing threat. Incredibly powerful with Doom Whisperer , as a repeatable surveil trigger.

Nightveil Sprite , card advantage on combat, that buffs Thoughtbound Phantasm and Dimir Spybug every time it swings.

Doom Whisperer , repeatable card advantage, generally a badass.

Etrata, the Silencer , helps change up play style, and puts opponents on a clock. Ideally you would let an opponent play a non-threatening creature the turn after Etrata and use counterspells to protect her.

Thief of Sanity , can help set up spells for late game, and should be able to hit more times than not if backed up with counterspells.

Blood Operative is side-boarded to help combat aggressive decks. A recursive creature goes a long way towards removing bigger threats. Don't let him get exiled and he'll do more than you expect. (Side note on aggressive decks, keep a Thoughtbound Phantasm in opening hand)

Support

Notion Rain , allows you to surveil, and draw cards!

Enhanced Surveillance , acts as surveil x+2, most impressive card advantage engine in the deck.

Mnemonic Betrayal , late game card that allows you to reuse all of the cards you have spent the game getting rid of, hopefully to better effect.

Enhanced Surveillance , is so good it works as a surveil enhancer, and allows you to reshuffle your graveyard into your deck. Most importantly it lets you reuse the counterspells you've been using.

Creeping Chill , combos off with Doom Whisperer and Dimir Spybug .

Mission Briefing , allows counterspells/removal cards to be reused and can help push into late game.

Cards I'm not running, but you may want to

Vraska's Contempt , important removal against planeswalkers.

Cast Down , solid removal.

Ritual of Soot , could be useful against tokens.

Updates Add

I'm changing up the sideboard to run a play-set of Creeping Chill. Thank you to Jimmy_Chinchila for pointing out this combo, that I completely missed. Creeping Chill combo's off with Doom Whisperer and Dimir Spybug

I'm removing 1x Crucible of Worlds, 1x Unmoored Ego, and 2x Unexplained Disappearance. These are being replaced with 4x Creeping Chill.

When making sideboard swaps, I'm taking 2x Mnemonic Betrayal's, 1x Thoughtbound Phantasm, and 1x Nightveil Sprite out of the main deck to swap with 4x Creeping Chill's.
