This is a ghost council deck made for multiplayer commander which includes almost all of the will of the council and council's dilemma cards so hopefully it is fun for it's interactivity across all players. I'll be looking to fit more Parley cards in here if there's any I don't. With Brago's Representative and Ballot Broker, you have a chance to control the vote as a corrupt council should, or to make certain that everyone is hit by Grudge Keeper's ability by putting one vote on each side of the fence.

On it's offensive end, it has a lot of extort functionality, and is incredibly hostile for it's wide area life drain effects which allow for a large scale harvesting of life in multiplayer games which might lend you some survivability for the aggression that you are pulling by targeting every player at once. For a black deck, it has a surprising amount of mana manipulation between Crypt Ghast and Magus of the Coffers, you have the potential to triple your mana output for something like a Torment of Hailfire or Death Cloud strong enough to kill every player on the board or reduce their game to nothing, or to do a widespread extort if you have Pontiff of Blight on the field for a 1 point life drain for every creature you currently have fielded to every opponent at once.

It needs a bit more defense to be truly viable but is really shaping up to be a fun multiplayer deck.
