Modern Budget Control Mill Mono-Blue

This is a budget-ish Mono-blue Control/Mill Deck. So far it has had pretty substantial success. This new incarnation has been a lot of fun to play.

Hedron Crab - An almost essential turn one play. This is probably the most powerful card in the deck. People will try to kill this card the minute it hits the battlefield if they are smart. This synergizes with fetch lands to double your mill.

Jace's Phantasm - An excellent early game play if you can get their graveyard to 10 quickly. Very effective against slow decks.

Mana Leak - Good early game counter, use it to protect your Hedron or keep their battlefield clear.

Dissolve - Slightly more expensive counter and better late game. Scry 1 is nice. Also slightly more expensive than mana leak which makes it a better Turn 4+ play.

Dream Twist - Instant mill with flashback. In the long run it's better than Tome Scour. Normally I use it at the opponents end step if I haven't had to counter them. I usually use the flashback the same way.

Thought Scour - Draw card with a small mill component for one mana. No brainer in a budget-ish deck.

Vapor Snag - Return attacking monsters during the attack phase and cost the attacking player one life. Not a kill card but puts the opponent behind. Can also be used to position a card to be recast so you can counter it when it comes back out. Yes you can use it on yourself if you need to save a creature that would be killed. Yes you take the damage. Unsummon is a candidate here as well.

Visions of Beyond - In a Mill deck this is basically Ancestral Recall. One mana for three cards.

Mind Sculpt - No frills mill seven cards. Not much to see here. No it's not Glimpse the Unthinkable but it's cheaper.

Dimir Aqueduct - This card may bounce itself. It's a great card to just keep in your hand use it to trigger the landfall for Hedron Crab. If you leave it in play it's also worth one black and one blue mana per tap.

Evolving Wilds + Hedron Crab + Terramorphic Expanse and Dreamscape Artist + Hedron Crab are the two powerful synergies in this deck, especially if you have multiple crabs.

Island - Because it's a blue deck, sucka.

Updates Add

Dropped Fog Bank and Jace's Archivist for Dreamscape Artist and AEtherize.

Dreamscape Artist with Hedron Crab allows for mill and mana ramp when used in conjunction. AEtherize allows for mass removal during attacks. It's essentially a budget version of Devastation Tide but also capable of instant speed. I like it better than DT in this aspect because you can use it when the situation dictates instead of having to preemptively use it.

While Halimar Depths is good. I dropped it for more on-demand mana. I don't know if I will leave it as such.
