Challenged by both a friendly opponent and an opponent that decided I was enemy number one when playing a semi-competitive reanimator orzhov deck, I decided I'd like to counter spells and hijack things. I've decided in this iteration to limit the hijacking in favor of card draw, which is what brings in the locusts.

Bunch of card draw, invaluable like instant speed shenanigans, and a few ETB triggered effects, but mostly cast stuff and draw cards.
