Maybeboard

This is a budget combo deck. It uses Naban, Dean of Iteration to enhance and abuse ETB effects of the rest of the wizards in the deck. This makes combo prep easier, faster, and less vulnerable, while also giving a wider variety of options for the game winning combos themselves.
While there are a ton of synergies and mini-combos in this deck, there are two basic infinite options to take advantage of. Both are fairly well known, although Naban does give them some added flexibility.

Casting an instant with a flicker effect, then, while it is still on the stack, flashing Naru Meha, Master Wizard to copy it will allow you to target Naru Meha with the copy, repeating the process.

This is typically done with instants Ghostly Flicker, Displace, or Illusionist's Stratagem to allow you to simultaneously flicker another card with an ETB that actually enhances your board state, but simply having Naban on the battlefield allows you to also use single flicker instants Essence Flux and Siren's Ruse. This gives more consistency to drawing into the combo and surviving counterspells, and also lowers the mana cost needed to execute the combo.

Doubling Naru Meha’s trigger with Naban can also be used to copy an additional instant or sorcery. This means that Naru Meha’s combo is not limited to just abusing permanent ETBs, but now can go infinite on any spell, such as draws, mills, or counterspells.

Flickering Archaeomancer, Salvager of Secrets, or Scholar of the Ages with Ghostly Flicker, Displace, Illusionist's Stratagem, Essence Flux, or Siren's Ruse will allow you to return the just-cast flicker spell to your hand to be reused. Since Naban doubles their ETB triggers, you can bring an additional card back as well (up to four total with Scholar of the Ages).

Since the returned flicker spell has to be cast again, this is a repeatable combo as opposed to an infinite one. In the worst case, this can be used once (or once per turn) to salvage spent or countered spells from the graveyard, draw some extra cards using cantrips, or bounce a problematic threat to its owner’s hand. There are a couple of options for generating infinite mana, though, which would allow this combo to be repeated infinitely.

Each of these combos depends on one or both of the basic combos listed above to enable it. Some require Naban to be on the battlefield to work, some do not.

Flickering Overwhelmed Apprentice or Manic Scribe infinitely will mill out your opponents.

Infinitely flickering any creature with Sage's Row Denizen on the battlefield will mill out your opponents.

Since Peregrine Drake untaps five lands, and all of our combos cost less than that (once initiated), repeatedly tapping five lands and then flickering Peregrine Drake will accumulate infinite mana.

With Scholar of the Ages or both Naban, Dean of Iteration and either Archaeomancer or Salvager of Secrets on the battlefield and both Ghostly Flicker and High Tide in hand, you can cast High Tide, flicker your wizard and an Island (which returns untapped), and repeat the process. If you have at least four Islands on the battlefield, you can repeat until each Island is tapping for dozens of mana (or as much as you want). Eventually, you will have all of your lands untapped except a single Island which can pay for the combo by itself and still have mana to spare to add to your mana pool, resulting in infinite mana.

Once you have collected a suitably large pool of mana, you can use it on Gadwick, the Wizened to draw a massive amount of cards, Mass Manipulation to steal every creature and/or planeswalker on the battlefield, or Clone Legion to copy all of either an opponent’s creatures or your own.

Cloudkin Seer, Pondering Mage, Riverwise Augur, Sea Gate Oracle, Silvergill Adept, and Illusionist's Stratagem all offer various forms of card draw or card selection upon ETB, which are all doubled by Naban. On their own, they provide excellent card advantage, helping you dig for more combo pieces, but as an accessory to an infinite combo they allow you to draw your entire deck.

Gadwick, the Wizened can’t be flickered for additional card draw (because X would equal 0), but he can be returned to your hand using AEther Adept, Storm Sculptor, Familiar's Ruse, and Baral's Expertise to be recast. A decent amount of mana, bolstered by Naban’s ability, will give you great card draw.

With a hand full of cards, you could certainly simply play with access to your entire library, but the quickest win is to flash in Teferi, Mage of Zhalfir followed by Laboratory Maniac while you still have priority, then continue drawing until you reach the end of your deck and win the game.

Flickering Master of Waves repeatedly will give you infinite tokens.

Returning/recasting or copying any instant or sorcery repeatedly with Talrand, Sky Summoner on the battlefield will give you infinite tokens.

Returning/recasting or copying Clone Legion or Quasiduplicate will give you infinite tokens.

Repeatedly flickering Eternal Skylord or returning/recasting or copying Lazotep Plating will give you an infinitely large Zombie Army token. Eternal Skylord will also give it flying for added evasion.

Casting Commence the Endgame after a large draw combo can also make a very large Zombie Army.

Nameless One gets +1/+1 for each Wizard on the battlefield; making lots of token copies of your Wizards can make it infinitely large.

While Tempest Caller, River's Rebuke, Inundate, or an overloaded Blustersquall are the easiest way to remove blockers, there are other options as well.

AEther Adept and Venser, Shaper Savant can be flickered repeatedly to bounce all of your opponents’ creatures (and planeswalkers, artifacts, enchantments, and even lands in Venser’s case).

Baral's Expertise can be returned/recast or copied repeatedly to bounce all of your opponents’ creatures.

Supplant Form can do the same, while also generating tokens for your own board.

Instants and sorceries can be returned and recast repeatedly while Gadwick is on the battlefield to tap all your opponents’ permanents.

An infinite-mana Mass Manipulation will steal all of your opponents’ creatures and put them under your control. They may not have haste, but it’s unlikely that your opponents will be able to mount any kind of a defense before your next turn after you steal all their stuff.

Sage of Fables provides +1/+1 counters to all your Wizards. Unfortunately, since this is a replacement effect it is not doubled by Naban.

Paragon of Gathering Mists provides a +1/+1 buff to all blue creatures, including your Drake and Elemental tokens.

Jace's Sanctum reduces the casting cost of all instant and sorcery spells.

Stonybrook Banneret reduces the casting cost of all Wizards.

Kefnet's Monument reduces the casting cost of all blue creatures, including the few non-Wizards.

Lazotep Plating and Mizzium Skin give all of your creatures hexproof. Lazotep Plating also protects you and your non-creature permanents as well.

Venser, Shaper Savant can be cast or flickered to counter a spell (albeit temporarily).

Familiar's Ruse, Thassa's Rebuff, and Wizard's Retort are counterspells and can all be returned for reuse using Archaeomancer or the like.

Voidmage Husher counters activated abilities, and can be flickered or bounced for reuse.

AEther Adept and Storm Sculptor can be flickered to bounce all of your creatures to avoid a board wipe.

Supplant Form can be used to return a creature (or copied for multiple creatures) to your hand to avoid removal, while also generating a replacement copy of that creature.

Any of the flicker or bounce effects can be used on your own creatures to dodge targeted spells or abilities.

Portal Mage can be flickered to redirect attacking creatures.

Callaphe, Beloved of the Sea, Kasmina, Enigmatic Mentor, and Monastery Siege tax opponents’ spells that target your creatures.

Library of Leng protects you against edict effects.

I’m running River's Rebuke as a budget alternative to Cyclonic Rift. It only hits one player, but this deck has enough recursion and copy effects that you can hit every opponent if you really need to. Inundate is another alternative, though it may not be a complete board wipe as it will leave any blue creatures your opponents have.
There’s not a lot of targeted destruction in this deck, but AEther Adept, Stern Proctor, Compelling Deterrence, Supplant Form, and Baral's Expertise can be cast and flickered/recast to bounce problematic permanents.
Graceful Adept, Reliquary Tower, Library of Leng, and Spellbook remove your maximum hand size.

In my experience, it can be quite common to have a first few turns without a lot of beneficial plays, so hand size can be an issue early; it can also be a problem later if you do an infinite draw and an opponent counters your winning play.

If you do have to discard, favor instants and sorceries since they can be easily recurred while creatures cannot.

I typically don’t run many tutors, preferring decks with consistency, resiliency, and repeatability, but there are a few incidental tutors in here.

Vedalken AEthermage can be cycled for any Wizard.

Trinket Mage can tutor for Spellbook, Library of Leng, Sol Ring, or Seat of the Synod.

Fated Infatuation can be used to duplicate any of your Wizards for additional ETB effects if you don’t have a flicker handy, and can be recurred.

Supplant Form can be used to do the same at the price of bouncing the copied creature back to your hand, although this can give you an additional ETB.

So there you go. My goal was to build an inexpensive, focused, highly synergistic deck that had a variety of infinite and repeatable combos. I wanted resiliency, redundancy, and consistency by providing multiple paths to those combos and multiple win cons: this means that, even if one avenue to the win is closed to you by an opponent, there are still others. And anthem effects, cost reducers, card draw, and a multitude of effect doublers all provide incremental advantage until you achieve a game winning combo.

I’m sure I haven’t found all of the combos and synergies in this deck yet. If you find a good one, please let me know and I will add it.
