Based off of legacy UR delver, while disrupting shoal isn't force of will, it is very good at protecting your creatures from cmc 1 hand attack and removal. As a tempo deck, it's hard to win without a threat on board so it's worth the card disadvantage. Also it's completely hilarious to see your opponents face when you counter their turn 1 discard with shoal.

So far I've been very impressed by the deck's performance, especially against tier decks.

I've also been working on a non budget list: tappedout.net/mtg-decks/16-12-17-modern-ur-delver/
