The idea behind this deck is that God-Eternal Oketra basically turns every creature spell you cast into two creature spells, one of which is a 4/4 zombie token with vigilance. That's not bad at all, even in Commander.

The way this deck overcomes mono-white's card-disadvantage problem is with creatures that return other creatures to your hand. So you won't always be getting new cards, but you can at least get the same cards to cast over and over again, each of which get you a 4/4 zombie token with vigilance every time you recast them when Oketra is in play. Several creatures, such as Whitemane Lion, can even return themselves to your hand, at which point it becomes "pay , create a 4/4 zombie creature token with vigilance" that you can loop over and over again.

Oketra is also great because she gets around Commander tax. Sure, putting her third from the top is annoying, especially in mono-white, but this deck has several ways to draw at least one card, even if it means letting each opponent draw a card with you. This way you can dig your Commander back out of your deck faster and won't have to wait three turns to cast her and get the deck going again.

As for wincons, right now the plan is just to smash people to death with a never-ending zombie horde. I'd like to figure out some backup options though. Removal is okay, but it would be hard to pick apart the barriers of a prison deck as it currently is, for example.

That said, it is a budget-friendly mono-white deck that creatively and effectively solves the color's card disadvantage problem. And it isn't a Sram, Senior Edificer deck (not that there's anything wrong with that).
