This deck is to combo small spells with Harness the Storm to continually hit opponents with more spells than they can handle or try and counter. It uses Baral, Chief of Compliance as well as a possibly flipped Curious Homunculus   to make all the spells as cheap as possible to cast from hand and the graveyard easily. I think it's pretty well formed so far, but I feel like it needs some finishing touches that I can't figure out, so help would be much appreciated.
