Commander:

Merieke Ri Berit is so awesome! Her ability allows you to steal the best creature in play and kill it off when something better comes along, or you could just use her to kill off a bunch of creatures. This deck focuses on making both of these options easy with ways to tap and untap creatures or just flicker her in and out of play.

Untap Engine:

Pemmin's Aura allows for cheap tapping with protection that can be activated more than once a turn so long as you control enough blue sources. Freed from the Real is the alternative.

Minamo, School at Water's Edge and Thousand-Year Elixir allow for one activation each to untap.Mind Over Matter is particularly good late game.

Arcanis the Omnipotent, Ertai, Wizard Adept, Mangara of Corondor, Mother of Runes, and Vedalken Mastermind can all take advantage of the untap engine.

Flicker and Bounce Engine:

Venser, the Sojourner, Conjurer's Closet, and Mistmeadow Witch provide another way of getting value from the commander with a flicker effect.

Vedalken Mastermind and Riptide Laboratory are the primary bouncers.

Stoneforge Mystic, Snapcaster Mage, Mangara of Corondor, Baleful Strix, Vendilion Clique, Venser, Shaper Savant, Trinket Mage, Archaeomancer, and Sun Titan can take advantage of the flicker and bounce engine.

Recursion:

Volrath's Stronghold, Academy Ruins, Crucible of Worlds, Sword of Light and Shadow, Snapcaster Mage, Archaeomancer, Sun Titan, and Yawgmoth's Will help me get cards back from the graveyard.

Drift of Phantasms is run as a reusable tutor with all of the creature and permanent recursion.

Control Magic:

Vesuvan Doppelganger, Treachery, and Mimic Vat because this deck needs some of your finishers.

The rest of the deck is full of draw spells and tutors to help make the deck happen and a bit of ramp to make it happen faster.
