Sliver Overlord is the commander because he guarantees that you can tutor for a sliver win condition. Typically you would want Hivelord or legion first, but the win condition in a certain play may require flying, and you can easily retrieve a sliver that gives you that etc. Ameboid changeling can be tutored from the library as though it were a sliver, once out you can target opponents' creatures and make them a sliver, use Overlord to gain control of them, and retain that control even when they stop being a sliver, so you can control the field. With Sliver Queen, Ashnod's Altar and Training Grounds in play, you can pay one mana to activate queen's ability, sacrifice the token to ashnod's and then repeat to create infinite slivers and mana. State arbitrary number, kill opponents with ten billion slivers (who we know are going to be buffed beyond belief at this point). As always, further suggestions are welcome.
