Based on what cards I have right now. Hoping to reach LGS-level viability and get a few months' practice before thinking about acquiring more expensive pieces.

Izzet Signet is basically a temporary Talisman, and can easily swap out. Ipnu Rivulet is the only cheap to buy non-Island land (see: Sundering Titan) I could find that enters untapped and makes blue, and it has some synergy with Academy Ruins and Buried Ruin. Perilous Vault feels dodgy, but Gifts Ungiven for it plus Cyclonic Rift and Oblivion Stone guarantees a board wipe in hand, so that's why it seemed worth a try.
