This deck is designed to do one thing very well, and that is kill with commander damage. There is a big package of hexproof cards to protect the Scion once he hits the board. The ramp and fixing takes up most of the deck, and has the deck has evolved, I have actually removed many of the dragons, because I found too many dragons messed up the ramping and fixing. The optimal play is 3-5 turns of ramping and fixing. Turn 4-5 Scion, preferably with protection. Then turn six, spend 2 mana before combat to turn Scion into Ur Dragon. This is 10 commander damage and a free permanent. Then turn seven, before combat turn Scion into Atarka, World Render for 12 commander damage. This would kill the first opponent, if you attack the same opponent twice. You can also tutor for Teneb the Harvester, and pay the activation cost to bring Ur Dragon to the battlefield. There is a heavy reanimation subtheme as well in this deck, since Scion is dropping bombs in the graveyard, reanimation is great.
Note: if you tutor for Teneb, and then pay the activation cost for Teneb, you can bring Teneb to the battlefield, but at that point you would have to sacrifice Scion. You could put Scion in the command zone, or the graveyard if you have a reanimation in hand (or want to use Teneb the next turn to pull Scion back out) In 1v1 games, I rarely have time for Teneb shenanigans, since I can two turn kill with Scion, but in a four player pod, Teneb becomes much better. Also if the situation calls for it, I have often tutored for Nicol Bolas, another All-Star.

A note about budget: I opening a Morphic Pool in a blind pack. If you don't want this or other expensive lands, take them out. Also Skittles is in here simply because I have a copy, given as gift. If you want a more budget friendly deck, take him out for another dragon.
