This deck is designed to kill everyone for under $200. It's in at just around $150 so, that part is done.

As for killing everyone, we have:

Mogis, God of Slaughter is obviously the most prominent chip card in the deck.

I've seen a lot of people question why you'd ever run him, at all or over Kaervek the Merciless. There reason I'm running either of the two is fairly obvious: I want to take everyone down as fast as possible. Rakdos is a great way to do that, and those two generals fit the theme the best.

The reason to run Mogis of Kaervek is twofold. For one, I don't want to get teamed up on every game. Mogis is less of an immediate threat, he doesn't scare opponents from the command zone, and he doesn't punish every single play. For two, he's sneakier. People look at two damage every turn and think "Well, I've got fourty health." But when you play Mogis on turn 2 (with Sol Ring), 3 (with other ramp) or 4 (with no ramp) and he can't be reliably removed (without devotion, he's just an indestructible enchantment), by the time you start your 8th turn he's taken down around a quarter of everybody's health. By then you should have dealt quite a bit from other sources. It adds up. Turn 2 Mogis, turn 3 Sulfuric Vortex is a 12 turn clock by itself.

He's weak to tokens, which Kaervek isn't. But aside from that I'd call them even if you're going for straight burn (which I am) and Mogis is more advantageous politically. Plus, he's more fun for everyone.

Sulfuric Vortex deals 2 damage to everyone all the time.

Rain of Gore makes lifegain bad as long as Sulfuric Vortex or Everlasting Torment isn't on the field.

Bloodchief Ascension Deals 2 damage to everyone but me pretty often. Gains me life if Sulfuric Vortex, Rain of Gore or Everlasting Torment aren't out.

Ashcloud Phoenix gives me a creature kind of forever and pings people whenever it returns to me.

Ashling the Pilgrim can get nice and big over time and then blow up, or give me something to do with my mana and just hit everyone for 2 every turn.

Grenzo's Ruffians deals at least 2 to everyone but me whenever it connects with a player.

Viashino Heretic breaks Sol Rings and pings-- I mean breaks artifacts and gets in some good chip damage while it's at it.

Harsh Mentor just punishes everyone for everything and it's great.

Kaervek the Merciless hits everyone but me nice and hard.

Scythe Specter hits someone pretty good every time it connects, not to mention makes my opponents discard.

Lightning Reaver can connect pretty easily and starts pinging as soon as it does.

Thermo-Alchemist pings everyone but me.

Chandra, Pyrogenius will most likely deal 2 damage to everyone but me every round, and that -10 doesn't hurt.

Impact Tremors pings everyone but me every time I create a creature. Works well with Hostility.

Inferno Titan is like a better Lightning Bolt every turn.

And then Furnace of Rath doubles it all!

Master of Cruelties should only ever need to hit a person once.

Skull Rend is mostly for the discard, but I sure do like the 2 damage.

Bloodfire Colossus is a good body until it's time to kill some people.

Rakdos Charm punishes people for keeping their creatures and taking the 2 damage from Mogis.

Flames of the Blood Hand stops anyone from gaining a bunch of life on a turn where I don't have an enchantment that stops them and they haven't been hit with Stigma Lasher .

Stone Rain and Wrecking Ball because in a deck like this, if someone ends up having a hard time with mana, I want it to stay that way. At the very least it can kill a dual or a Reliquary Tower. In a pinch, it can also be used to activate Gibbering Fiend.

Fireball. It's Fireball.

Stormbreath Dragon is good because of keywords and mana usage. Hitting everyone when it goes monstrous is cool.

Exsanguinate can either end the game or put me in a position where I will guaranteed kill everyone else first.

Akroma, Angel of Fury is really good.

Balthor the Defiled gets my stuff back.

Vampire Nighthawk activates the lifegain on Blood Tribute (not important) and has 3 keywords (important).

Phyrexian Arena, Phyrexian Etchings , Bloodgift Demon, Read the Bones, Dragon Mage, Reforge the Soul, Erebos, God of the Dead, Commander's Sphere and Rakdos Cluestone all draw me cards.

Loxodon Warhammer, O-Naginata , Whispersilk Cloak, Lightning Greaves, Swiftfoot Boots and Rogue's Passage all enable Master of Cruelties and every creature that halves life totals, as well as just being good.

Seems like it kills everyone! Mission complete.

Are you playing it IRL? I tried to play Mogis as creatureless deck in a similar way like you, but I got so targeted each game that it felt like harder version of Archenemy.

Don't you get targeted like that?
