I believe the posts asked for 27 cuts. These are just my suggestions but this is more from a competitive stand point; card choices in commander are subjective and if you have fun with any of the cards I'd personally cut just keep playing them :)
Fog - a 1 time prevent combat damage is cute but it won't win you any games or allow you to trade up in resources.
Browbeat - is a cool political card but in reality with a group of strangers especially at 40 life most will just take the 4.
Undercity Uprising - cool art lackluster card.
Alpha Brawl - is interesting but it seems over costed. Especially, since it only targets one opponent

I should clarify - you want to know the philosophy of or the philosophy of ?
Hybrid mana represent what each color can do on its own that is shared eg Fresh-Faced Recruit is something that can be either mono-white or mono-red. It represents the parts of the colors that match.
Having both colors next to each other represents what the colors can do when working together, rather than on their own. For example, Undercity Uprising is a black/green card - the black part gives all your creatures deathtouch. Green is the primary color for fight cards. So, bring the two together and you get Undercity Uprising.
On Ravnica you have both. Which one are you most interested in?

i was thinkin more along the line of abzan with Knight of Grace, Knight of Malice, Kwende, Pride of Femeref and Lyra Dawnbringer. add Knight of Autumn and Status / Statue for some anti-enchantment tech, and then either go wide and add Conclave Tribunal as the final piece of the interaction puzzle, or go more controlly with Assassin's Trophy and some other stuff. maybe a copy of Undercity Uprising for that sweet first strike/deathtouch combo.

I used to run 4 Arch of Orazca but I actually found that in the early game the colorless Mana would screw me trying to drop Murder and Walk the Plank (which I've also dropped) because of the 2 black Mana costs. That's a big thing I needed help with was cheaper (or just one black 2 colorless) removal. I know everyone loves Vicious Offering with saps but it only kills up to X/5 creatures which leaves you defenseless against the REALLY nasty big boys... But as far as Arch of Orazca goes, I can usually find my draws between Vivien Reid's +1 and Fungal Plots' sac 2 ability. I popped Underrealm Lich and Undercity Uprising x2 for my prerelease pack and was toying with the idea of using both of them. Underrealm Lich would help my Fungal Plots since you must exile from graveyard and also would go well with those 2 that you suggested, Rhizome Lurcher and Molderhulk, so I love those suggestions. I milled myself to death in the second round of prerelease, though, due to Underrealm Lich's draw/discard ability coupled with 40 card decks : ( so I'm kind of pissed at him right now lol

I'm flattered that you thought of me to help you. Golgari may not be my strong suit, but I'll try to help.
It seems to me that if you want to kill with Vraska than a token sub-theme might be a good idea. Off the top of my head I can think of Izoni, Thousand-Eyed and Ishkanah, Grafwidow for this. If you can get poison counters Phyrexian Swarmlord is good, same with Hapatra, Vizier of Poisons if you can get some counters dropping. Craterhoof Behemoth and Beastmaster Ascension along with Swarm Guildmage and Undercity Uprising are some good support for this.
I mean seriously, if you are gonna go Vraska go all the way and include Vraska, Relic Seeker. This Vraska pairs well with Vraska, Golgari Queen and helps with the token sub-theme with her pirates. Also, Vraska's Stoneglare is just great since it kills something and goes and finds Vraska.
Lastly Triumph of the Hordes is just an amazing alt win-con (if you want to go that rout).
