Diabolic Tutor should be in the deck
Killing Wave should add this great finisher and liliana text
Command the Dreadhorde Liliana with great artwork and a nice finisher
Mutilate great board wipe with Liliana text
Liliana's Specter goes with the current theme
Oath of Liliana good removal and on theme
Liliana's Scrounger great for all the planeswalkers and removal
Liliana's Scorn bad removal but also works as a tutor
Liliana's Reaver fits into the discard theme
Liliana's Influence tutor and kind of a board wipe
Liliana's Indignation direct damage and fill graveyard
Liliana's Elite weak but gets stronger with graveyard
Liliana's Contract kind of bad draw but on theme
Liliana, Death Wielder old planeswalker but could be fun

Liliana, A discarding Disgrace

First off, you need to find a wincon for your deck or some general idea of a path you want to follow into. This is the whole bases to winning more! Looking over your deck your theme seems to run around discarding and -/- counters but in all honesty your deck is pretty much everywhere, you should look into just choosing a single or secondary main component.
Run more cards like Bottomless Pit, Necrogen Mists, Oppression and Painful Quandary if you want to run more of the discarding option, yes of course some of these affect also include you but in the long run it stops your opponents from having more answers to your spells.
I would drop all these cards either they're not within your theme, there are better versions or they're not needed.
Burnished Hart & Solemn Simulacrum
Gonti, Lord of Luxury; very situational, he's a great card for possibly taking out their wincons but he's honestly only great as a commander.
Kozilek, Butcher of Truth; I love Kozi but he honestly isn't necessary in this deck and mostly just a fill in card.
Pack Rat; seems useless since you're not a rats based deck.
Zulaport Cutthroat; unless you plan on doing the Gravecrawler combo he's not useful.
Hero's Blade; extremely limited because you don't run many legendary creatures and even then if you use it for Lilli she'll flip later on.
Lashwrithe; equipment isn't recommended because it's not your main theme.
Panharmonicon; even though this is pretty much a stable in EDH you don't run enough ETB effects that'll make this more useful.
Faith of the Devoted; basically Zula Cutthroat but worse.
Torment of Scarabs; a really weak card that isn't that useful in EDH since we all start off at 40 life.
Triumph of Cruelty; in most cases you wont be the player with the largest creature on the field.
Words of Waste; because you'll be discarding a lot your hand will be very small this doesn't help at all with that.
Both Liliana planeswalkers; you'll almost everytime have your Lilli flipped so you wouldn't be able to use them.
Granted all of these are suggestions, do whatever you'd like with my advice! :D

Is this budget? It doesn't say it but most of your tutors and removal could be upgraded to the more expensive versions.
Megrim is another Liliana's Caress and, imo, it's never bad to have (good) duplicate effects in EDH.
This seems more like elf tribal with a minor discard sub-theme, which is fine, but another commander might be better. If you really want to stick to discard, I'd add in more repeatable discard and not 1-shot spells like Mind Rot.
A cursory look through the card search revealed these gems: Gibbering Descent, Larceny, Necrogen Mists, Oppression, Bottomless Pit, Painful Quandary, Honden of Night's Reach, Mind Slash, Triumph of Cruelty, and Words of Waste.
Now while the majority of these force you to discard as well, that could be to your benefit. Discard can be annoying but if you are doing it too it could temper your playgroup's animosity. If you add some reanimation spells then your discarding could help you recur a wicked surprise later.
That's the direction I might take Nath in if I ever built him-elvish discard reanimation. Feel free to ignore all of this, no offense taken, food for thought is my intention.

Rakdos the Defiler: The first cut is the deepest

May I ask why you do not have Rakdos, Lord of Riots in here? The flavor of both Rakdos' is awesome, but if you're sacrificing permanents you may want a way to cast your creatures for less right? Also if you're playing Urborg, Tomb of Yawgmoth you may want to look into Cabal Coffers, Crypt Ghast and Magus of the Coffers. They all help fix your mana even if you have few lands. Also, in order to control your opponent, have you looked into cards to make them discard? Rakdos's Return and Triumph of Cruelty? Smokestack and Pox also seem like they would fit in well here.
