Thirst for Knowledge, Drake Haven, Trial of Knowledge and maybe Cartouche of Knowledge and Cartouche of Ambition with it. Not sure how good an idea it is to be cycling all your lands. Has that been working in your deck?

I know you're looking for non-wheel card draw. I don't love cantrips in EDH unless there is a number-of-spells-matters effect in play but they can smooth out a deck a bit. Ponder , Preordain , Portent , Sleight of Hand , Serum Visions , etc. The sweet spot in around 3-5 CMC for me, ideally drawing CMC -1 but there aren't a ton of spells that efficient. I don't love Divination in EDH (2 for 3) but it's the gold-standard in 60-card decks for a quickie hand refill. There are tons of efficient cards like Divination too.

There are a ton of "draw 3, discard 1" for 4 or 5 mana, which are okay. Sift , Trial of Knowledge , and Amass the Components , for example. Many are costed for being commons, which isn't where you wanna be in EDH. There should be plenty of good, efficient cards to draw from though. At the same time, you have a lot of great high-CMC draw, like Consecrated Sphinx and Thought Reflection, so having a few Divination effects might smooth out your draws.

I’ve also played Brago and there are 2 very good budget things you can do with this deck. 1, ramp. 2, draw. Brago basically doubles your mana from mana rocks, so if you have a lot of mana and a lot of draw, that is powerful. That’s why Rhystic Study and Smothering Tithe cost so much.

Let’s start with ramp. He can blink mana rocks so your mana rocks need to enter untapped. No Fieldmist Borderpost effects. Instead, you have Mana Geode , Darksteel Ingot , Prismatic Lens , Hedron Archive , Basalt Monolith , Peregrine Drake (he’s fun), and anything else you have. Sol Ring and what not.

Now draw. Mystic Remora is definitely worth the price. It’ll draw you a ton of cards and Brago will keep the upkeep cost to . Other good draw is Trial of Knowledge , Sea Gate Oracle , Unquestioned Authority , Traveler's Cloak , Pentarch Ward , Curator's Ward (you draw cards and can trenchant your commander!) Heliod's Pilgrim , and more. There are always permanents that help you draw.

Shoutout to Cloudform and Lightform for cheating everything into play. Should you want to keep your manifested a creature a 2/2 instead of blinking it (for example, it’s an instant) you only need to blink the ~~~~form enchantment. Also, Reality Acid and Nevermaker do great.

Also, planeswalkers. Add them if you’ve got them. Like Narset, Parter of Veils . She’s good.

Swiftfoot Boots and Lightning Greaves . You’ll need to protect your commander. Most people target Brago.

Those are my suggestions anyway. Now if you’re to take any cards out, I’d start with Serra's Blessing . Your commander can blink itself and all your creatures so they have pseudo-vigilance. I’d also remove instants and sorcerers from your deck that can be easily replaced with a blinkable permanent with the same effect ( Unsummon —> Nevermaker ).

I would suggest Trial of Knowledge , Lavinia of the Tenth , ooh Reality Acid sounds fun too!

Trial of Knowledge looks like a nice budget alternative to Jace, the Mind Sculptor . I will keep that in mind as I don't currently own this deck in paper.

I also have a Lorescale Coatl / Chasm Skulker deck I am trying to put together. It is just a casual deck, more creature-oriented. Mine works a little different in that I have lots of draw-cards and then a couple creatures that give some kind of effect to creatures with counters. I found Cartouche of Knowledge and Trial of Knowledge work very well together in my deck.
