If you want to take control of their creatures, perhaps instead of removal spells, run tap spells so you can keep them alive while shutting them down. In that case, Icy Blast, Chilling Grasp, Gigadrowse, Take into Custody, Ice Over, and Blustersquall are all good at that, course there's also Niblis of Frost and Frost Titan in terms of creatures.

Baral, Chief of Compliance only reduces the generic portion of mana costs. As such, Take into Custody would still cost U, but Negate would only cost U.

From Baral's Gatherer:

2/9/2017 Barals first ability doesnt affect the colored mana requirements of instant and sorcery spells.

If I have Baral, Chief of Compliance on the battlefield, and Take into Custody in hand, can I put Take into Custody on the battlefield for free? or do I still gotta pay his cost because that's not colorless mana? Thanks!

Because you have so much pump and so many creatures, i'd advise you to include Mirrorwing Dragon , so one uncaged fury will give all your creatures +1/+1 and double strike. very deadly.

also, instead of your sideboard disperse, you could have Take into Custody, as disperse just allows them to recast, and tapping is more relevant because if they recast, they may get some cast triggers, and also enters untapped, meaning they can block, if you tap using Take into Custody, it won't untap on their next turn, so you can attack past that creature. problem with kozilek's return in sideboard is you have no way to trigger it.

also, your deck would be better off with 22 or so lands, even 23. 20 just seems to be pushing your luck."

well what are you trying to play? cause its not standard. but I see what you are trying to play. Dynavolt Tower needs alot more to have a strong effect to your deck. I would try to play less characters and more instants and sorceries. Im not sure if you are trying to put out more thopters or gain more energy. But the tower is to strong to not go with that play. you have alot of really good play options in this deck. But it needs to focus down a little more.

Crosstown Courier one its not standard. But if that play is something that you like. Try Minister of Inquiries he is kind easy to remove. but if you play him on turn one then you could turn over the game with some massive cuts. this meta is all about the big booms. yeah there is alot of low attack but I've seen and played alot of upsets in this meta. playing this card could slow them down so you can swing off a big play faster. as far as Monastery Swiftspear there isnt a whole lot that is that good. but if you switch the slots Stormchaser Mage is pretty sweet to play as well. not as fast but still can do alot in a meta where everyones huge game is on turn 4-6. Take into Custody and Ice Over a not super good with cards like Aethersphere Harvester and Heart of Kiran over running the meta. so build a side deck that has answers for whats big in play. thats all i have hope it helps. good games.

Thanks for the advice. I removed a few cards and replaced them with Take into Custody x4 to be able to tap blockers. I also have a few cards available to tap target creatures like Janjeet Sentry and a Deadlock Trap with a Baral's Expertise that i'd like to replace with another Deadlock Trap i believe. I currently don't have any Key to the City but i'll be looking to pick this up and make some more adjustments.
