5 — Each player discards their hand and draws seven cards.
6 — Repeat this process two more times.

Strategy, Schmategy , I love 'games-within-games' decks. I have an ancient, mono-red, casual, "Mons' Mountain Casino" deck that runs a quartet of Goblin Bookie s, and some other Casino-style Un-Spells like Chicken Egg , Ricochet , and Spark Fiend , along with a bunch of slightly more legal ones. (It's a 'speakeasy'.) While the goblin room service might be lacking, they make up for it by serving a an excellent after-dinner Bottle of Suleiman .

First off, you are missing a few cards; EDH must have at least 100 cards including your commander, have you considered Staff of Domination? It always triggers Baron, and it's just one more mana than Strategy, Schmategy, and it's less dangerous to the Baron, since you risk killing him if you roll a 4 on Strategy.

Going by the "7 by 9" rule is a bit hard for this deck as most of it relies on the numbers of the cards. But here's a breakdown as close as I could get for it. There's only really 5 categories of effects. While the other 3 just break down the number of countdown numbers of random cards.
