Cloven Casting and Djinn Illuminatus were actually in the deck until fairly late in the build cycle but I cut them to try to trim down my top-end. Neither seemed good enough to justify their costs since I'm not leaning on Instants and Sorceries as heavily as other Izzet decks might -- they're a subtheme, sure, but I really don't want to put 7 mana into plays that are pretty bad outside of that subtheme.
Crackling Drake is pretty much just a better version of Enigma Drake , except the latter is a dollar less and I wanted to trim down my costs a little. The difference between the two cards seems marginal. Drawing a card would indeed be nice but my playgroup doesn't run all that much graveyard hate so that's the main difference between them. That said, if I happen to pull one at some point, I may try to slip it into the deck alongside Enigma Drake. I'm not sure offhand what to cut; maybe Stormchaser Chimera ? But the Scry is nice so I don't know.

And about pestilent souleater it's intended to kill by infect. Together with Jodah's Avenger , Stormchaser Chimera, Morphling, AEtherling and/or Drana, Kalastria Bloodchief it can be dealy. But you are right, there only utility for this card is to be caged by Mairsil. It is possible that it's just not worth it, but I'll give it a try.

Alright, I just need to get this off my chest. I do not believe that you should be going into Naya colors. In my opinion, you should try to push for Jeskai colors. You get cards like Goblin Electromancer or Stormchaser Chimera, plus, all the wonders Blue has to offer.
However...
I am not here to tell you what colors to play. I am here to recommend to you what cards to play with the colors of your deck. Let's get started, shall we?
Now, you do not have any cards with a CMC higher than 3. Let's work with that. Because you have a lower CMC than most people, you have the ability to be aggressive land-wise. You have the ability to impose total Armageddon among your opponents. You could just keep it as a super-secret-sideboard-tactic, or you could mainboard it. Either way, it works.
Also, since you are playing Naya, lets go through some basic Naya cards. These are standard Naya cards that I believe should be heavily considered when playing these colors:
Naya Charm: Extra versatility, for whatever you want to do.
Jungle Shrine: Three colored land... What more do I need to say? Mana fixing on lock!
Woolly Thoctar: This is the true meaning of value. This will protect you from imminent land threats while you pour burn spells on your opponent.
I have one more suggestion, and that would be Bloodbraid Elf. I have played this card many times, and it has yet to fail me once. This card (Specifically the Cascade mechanic) targets everything that is not a land (Not just creatures as I once thought). This allows you to cast any card in your library for free while getting an aggressive creature out of it as well. Also, you don't need to cast the spell you get, so for example if you pull an Armageddon when you really don't need it, you are safe.

For a casual deck that's fun and good for beginners I'm going to suggest many packages and try to stay budget but some cards are expensive.
Copy Package: Harness the Storm, Quest for Pure Flame, maybe with Surging Flame and Surging AEther. Pyromancer's Ascension is a bit expensive but would work.
Scry Package: Some scry and burn like Magma Jet to get ripple going, OH! maybe Thunderous Wrath, sucks in your hand, but with scry it does work. Riddle of Lightning/Stormchaser Chimera would be interesting with those higher cost cards. Other scry cards are Voyage's End, Augury Owl, Omenspeaker, Geist of the Archives is good to slow down the game, there's also Mystic Speculation and Serum Visions but these are more expensive.
Control: I LOVE Condescend, scry and counter! There are also other staples, like Mana Leak, but I want to suggest more fun options like Essence Flux.
Aggro/Blitz/Burn: Monastery Swiftspear, Kiln Fiend, Lava Spike, Titan's Strength, Temur Battlerage, Assault Strobe, Mutagenic Growth, Artful Dodge, Aqueous Form, Distortion Strike, Akroan Crusader, Young Pyromancer, Bedlam Reveler, Nivmagus Elemental protects against counterspells, Rush of Adrenaline, Grim Lavamancer, Lightning Bolt.
Rituals: Pyretic Ritual, Desperate Ritual and I can't think of too much else in rituals.

I really like what your going for here but I feel like you could take of Stormchaser Chimera and Guttersnipe for Aqueous Form and Prognostic Sphinx. A Thassa, God of the Sea or two is really good instead of Aqueous Form. +1 from me!
