Looks like you're missing Spawning Bed :)
May I suggest it be classified under Man-Lands? Sure, this particular one you lose your land, but you gain 3 tokens who produce mana. Feels more like Utility if I am to be honest, but it produces troops on the ground which is why I went with Man here.

Hey, for a first Commander deck this looks very good.
I suggest expanding on the make every player sac something strategy:
- Fleshbag Marauder
- Innocent Blood
- Tribute to the Wild
- Barter in Blood
- Death Cloud
- Abyssal Gatekeeper
- Call to the Grave
- Desecration Demon
Deathreap Ritual seems very good here potentially drawing you a lot of cards since it triggers for every player's end step. Tireless Tracker can make clues which can be a continuous amount of permanents to sac for draw and counters and she has counters interaction.

Looks pretty great; I built a Jalira list myself recently, and she's an absolute blast to play. I'd swap out Tromokratis and Lorthos, the Tidemaker since you actually can't flip them with Jalira (she specifies nonlegendary). I suggest including Inkwell Leviathan as a replacement beater and Talrand, Sky Summoner as an additional token generator. If you want other big creature budget ideas Pathrazer of Ulamog, Frost Titan, Stormsurge Kraken, Artisan of Kozilek, and Deep-Sea Kraken are all pretty cheap.
Definitely recommend some board clears to help stabilize yourself into the lategame so you can actually get the big dudes out. Whelming Wave, Engulf the Shore, and Crush of Tentacles are all pretty good in this respect.

Just a few comments:1. What do you plan on sacrificing with Ashnod's Altar? Only Skittering Invasion, Spawning Bed, and Blight Herder put sacrificable creatures on the board, or you'd have to sacrifice the big ones for just 2 mana... Same goes for Eldrazi Monument by the way.
For the mana you could take a look at Blinkmoth Urn, although it may also give mana to your opponents.
2. Gruesome Slaughter sounds fun, but at which point would you actually use it? Half of your creatures seem to have Annihilator, some are so weak that the extra ability won't help, and with a 10/10 you'd probably want to swing face instead of dealing 10 to a creature "for free". Maybe Akroma's Memorial fits better if you plan to have this kind of effect.
3. Which artifacts do you plan to sacrifice with Phyrexia's Core? Otherwise it would just be as good as a Wastes (see point 4).
4. Ash Barrens, Cloudpost, and Holdout Settlement seem to add nothing more than a Wastes would do. While they may look nicer, with more Wastes you could also consider running Solemn Simulacrum and Burnished Hart.
5. You are severely lacking card draw. Consider a Mind's Eye or a Sandstone Oracle.

Hey, so just comparing my paper list to yours and it's pretty similar but I have some suggestions:
Another really strong card is Cloudstone Curio, this card is usually what gets me over the hump and I think is a better inclusion than Tempt with Vengeance. For 3 mana it basically gives your token producers buyback and generates a lot of value over the course of a game.
Changeling Berserker has won a game or two for me as well, that champion trigger is sweet for double Krenko taps etc.
Last thing - What do you think of Shifting Shadow? I slipped it in my list but haven't had a chance to play it, seems pretty great though.

This is a cool deck! Lots of different ways for it to go off. When last played against a Meren deck, I lost to Innocent Blood and still haven't recovered. That and Smallpox might be worth considering. If I understand correctly, you'd like to produce a situation where you have a ton of creatures in your graveyard and a ton of experience counters, at which point you don't need more land than it takes to get your commander out. I'm not sure where you would go for MLD in these colors, but this a deck at least the recovers well from other players MLD-ing. In terms of targeted land destruction, I'm not sure the 1-fors that black offers are worth it because you're not looking to destroy their land on curve. Because this is a value deck, I think the best thing to do to make it competitive would be to add more acceleration. I don't know how much you're looking to drop or if this is for paper at all, but Mana Crypt, Mana Vault, and other rocks like that would be strong here. Ancient Tomb is obviously worth it if you want to buy it. Alternatively, Wood Elves and Farhaven Elf could be ramp options along-side some dorks like Somberwald Sage and Birds of Paradise. In might be to your advantage also to accerate your mana base a little more. You're only 2 colors and most of your restrictive costs are higher CMCs, so it probably isn't worth running Vivid Grove or Vivid Marsh in my opinion. The same might even be true for Evolving Wilds. Other misc ideas: Spawning Pool to pair with your Spawning Bed, Damnation, Toxic Deluge, Nevinyrral's Disk might be a bit of a stretch, and Read the Bones and its ilk to help recover from wipes. Finally, Mikaeus, the Unhallowed could be a really fun addition. It's good with your sac creatures like Caustic Caterpillar, and you could even throw in Triskelion for an infinite combo that you can put in your graveyard with Buried Alive
