Get rid of Jace, Fleet Swallower and a land or two. This deck is otherwise pretty low to the ground and tempo-based, don't clog that up with big fatties that don't actually help your game plan. Also, replace Wanted Scoundrels and Siren Lookout with cards of the same mana cost (Kitesail Freebooter for instance) if available, as both of them are pretty lacklustre if played on curve. Interesting deck idea you have going here. I am always a fan of flying pirates and other favorable winds style decks.
My problem with your design is that you really have no need for Radiant Destiny as it just complicates your mana base and slows you down for having too many anthem effects. The card slot would be better off changing some form of board control like Fatal Push, Lightning Strike, or Lookout's Dispersal.
Another card I am not to fond of is Siren Lookout. For a three cost potential 2/3 flier, it is lacking for an aggro deck. I would cut in favor of more Kitesail Freebooter and/or Storm Fleet Aerialist . Reason for the Aerialist is that as a 2 cost for same base stats and is easy enough to make it trigger as a 2/3. It also being that one mana cheaper helps you agress faster by being able to drop more on the board sooner.
As for side deck I always make sure to have Lost Legacy when I play black just because there are enough combo decks being played and/or Second Sun decks. Being able to remove a key card to a combo or a card that just says I win the game (Approach of the Second Sun) on turn 3 is usually going to make things a lot easier.

Hans49163 If youre getting mana flooded I would highly recommend replacing a couple of islands with Desert of the Mindful. I wouldnt recommend just taking them out since youll start missing land drops but the deserts will give you the option of cycling them if you run into them.
Snivy__ I originally didnt include a sideboard due to my local meta being extremely weird. I kept catching myself adding cards that would not benefit anyone else playing the deck so I gave up and just forgot about it. Youve got a good ideas for the sideboard. Ill defnintely consider some of them. Though I dont see any reason for more than a couple of copies negate since this deck runs a playset of dispersal.
As for Warkite, Ive left him in the maybeboard until his price drops enough. Definitely replace Siren Lookout with it. Its purely an upgrade to do so.

OK!I thought about it some more, and after a few test games, I realized Siren's Ruse would be way better in this deck than Acrobatic Maneuver. I also feel like there's still too much at 4CMC, not to mention that Glint-Nest Crane isn't the best card available. So I dropped those to 2, and cut 1 Hostage Taker to make room for 3 Siren Lookout. This also increases the density of Pirates to trigger Ruse.

Hey, I suggest expanding on the strategy of flying Pirates and Curious Obsession.
Due to the budget of this deck I recommend cutting red and going with just blue and black. Only two colors will help the manabase. Currently it's going to be too hard to make turn one Siren Stormtamer into turn two red for Rigging Runner this is because Island doesn't let Dragonskull Summit ETB untapped.
You want Spirebluff Canal to consistency get both blue or red in the first two turns, but this land is not budget.
A two color blue and black manabase to consider (I'm including budget options):
- 4x Drowned Catacomb
- 4x Unclaimed Territory
- 3x Fetid Pools or budget 3x Submerged Boneyard
- 6x Island
- 5x Swamp
Flying Pirates to consider adding:
Freebooter, Warkite, Stormtamer and Dreamcaller is a powerful quad of 15x flying Pirates. I suggest getting 3x more Warkite giving you 4x main deck. Freebooter is a flying Pirate Duress it's very good card.
Other cards to consider adding:
If you can get more Warkite then use Craving because once you trigger Warkite's ability and make a creature of your opponent's a 0/1 kill it with Craving while also gaining life. This interaction makes Craving a two mana instant unconditional removal spell which is very good. Even without Warkite Craving a good removal spell, but if you can't get more Warkite then instead I would use 4x Unsummon as the main deck removal spell. Unsummon is a good tempo play bounce your opponent's creature for one mana making it easier to attack and do damage.
Obesession becomes very good as a draw engine with so many flying Pirates because flying makes it much more likely that you will do combat damage to opponent thus getting to draw a card. Flying also means that it's much safer to attack each turn which is a requirement of Obsession. The +1/+1 that Obsession gives the enchanted creature helps much more when enchanting a creature with flying.
Obession combined with Ruin Raider can draw you a lot of cards in a game.
Considering my suggestions this is a core you could use:
- 4x Stormtamer
- 4x Warkite
- 4x Freebooter
- 3x Dreamcaller
- 4x Obsession
- 4x Dispersal
- 4x Craving or Unsummon
Cards that can support this core:
- 3x Siren Lookout
- 2x Raider
- 2x Forerunner
- 1x Skysovereign

My first question in an effort to help would be:What is your budget?Because that will drastically change what cards can be included in your deck.You are knew, so you probably don't want to spend all that much...but I assume nothing.Personally I like the challenge of a dirt cheap deck and work towards a cap of$25 USD.However most people in the MTG community consider anything below $100 "budget".
My second question is what do you want the deck to "do".Some decks work off of a specific card combo or mechanic - yours does not - which is fineBut you can still be more specific than red/blue pirates
Red can involve aggressive creatures, handy buffs or burn damageBlue can work around countering, bouncing, pacifying, tapping. and those are just forms of control.
Looking at your deck, you have a large number of cards getting you treasure-mana, but not a whole lot that uses all of that mana.
3 mana is not worth having +2/+1 in my opinion. Probably don't bother with an equipment and go for an enchantment. or a buff instantthey are obviously less permanent and flexible, but they will do more damage/ give more power.
lastly I would suggest that you look for some blue instants. Because you don't have any really.Depending on what you want to do, either go for something like Claustrophobia so that you have a way of dealing with an opponent's 10/10, because your deck currently cant handle big creatures.
or go for a counter card. I know you have the siren for countering, but it can be targeted and killed. Counter-instants are a lot harder to deal with.
Keep in mind that I have a specific style of deck that I usually default toI tend to build aggressive decks.You may not want something of this style.That is something you will discover as you get more into mtg.

Budget and really competitive, i like that. However i hope there is someting better than Siren Lookout in future update. I love the sideboard too. simple deck but good job Pedro :)
