Shifting Borders

Instant — Arcane

Exchange control of two target lands.

Splice onto Arcane (3)(Blue) (As you play an Arcane spell, you may reveal this card from your hand and pay its splice cost. If you do, add this card's effects to that spell.)

"The exchange of the control of two permanents is something that that colour can do at Rare and higher"

Not that this is relevant to the main point of the article, but blue can exchange permanents at uncommon as well: Switcheroo , Eyes Everywhere , Vedalken Plotter , Shrewd Negotiation , Shifting Loyalties , Legerdemain , and Shifting Borders .

maybe try Brand ? so you can basically steal their lands? you could put it on a Isochron Scepter and also use cards like Political Trickery and Shifting Borders . then you could use some mana rocks like Izzet Signet and Thought Vessel (and maybe Humble Defector aswell for card draw) then you could win with some kind of big spell or something I know this is not modern legal, but it would make a fun casual deck!

If you use MtCM on your opponents lands, they will return to your opponents hand. Essence Flux can blink VP, and Shifting Borders is a redundant effect.

Honestly there's no reason to sell yourself short by playing Scorching Spear. Browbeat is a much better option imo. Plus numerous amounts of spells that don't care who has what. Howling Mine, Kami of the Crescent Moon, Goblin Cadets, Vedalken Plotter, Shifting Borders, Donate.

I mean, you're not even running Harmless Offering....

And if you want "bad" just play stuff that does nothing period for them like Darksteel Relic.

How about some useless land like Glacial Chasm and Halls of Mist? They are great targets for Shifting Borders. If you are more concerned about gaining the life and drawing the cards than harming your opponents' land bases, you could throw in a few Wastes or a Radiant Fountain. Rainbow Vale is a must-have. Make sure to only use it at the end of an opponent's turn so they don't pass it back to you. I like the deck!
