Thanks for the suggestion! I don't know how well Ramunap Ruins will be in this deck but I will definitely play test it. This deck plays some self land destruction in the form of Shard Volley and getting out five mana for 2 damage seems slightly unrealistic. Ramunap Ruins also deals damage to me every time I tap it for red mana. I think by the time I can activate its ability the ability won't make much of a difference.

Play 4X Shard Volley, Skewer the Critics, and Rift Bolt. These are all cheap impactful cards. I would play Thunderous Wrath as a 2 of in budget burn builds because it can be the BEST burn spell ever if you draw it and it's not in your opening hand. for five damage is pretty powerful. Even in a budget deck Lightning Bolt still needs to go in. It's not too much money and it's a stable card in several formats. Take out Storm Strike, Incendiary Flow, Thrill of Possibility, 2XLava Dart, 2XSearing Spear, and 2XTarfire. You can check out my budget burn deck here: Red = Burn Spells and More Burn Spells

Shard Volley & magmatic insight seems counter intuitive to your 3+ mana curve cards. do you run into mana problems for those guys? ironcrag pyromancer only actives on the second draw, in a turn, not every second draw, so you might have better success with Prophetic Ravings over Magmatic Insight. with you already having discard/draw library searingcycling does scry benefit you much with Magma Jet? I'd personally dump 2 and use Searing Blood. I'd dump Shard Volley in favor of Skullcrack drop 2 needle drop for Searing Blaze. thats my personal take on this awesome deck idea, to tweak it. but i fully respect your ability to call me wrong for what ever reason, i may be missing with your deck build

Rift Bolt , Shard Volley , Light Up the Stage , Skullcrack are all good spells. Monastery Swiftspear is an amazing creature. Since you're on a budget, you should consider a Needle Drop + Thunderous Wrath package. If you leave 2 mana open, and your opponent cracks a fetchland on their turn, then you can play Needle Drop and have a chance at drawing Thunderous Wrath . Wrath is bad your opening hand, but with the London mulligan, that's less of an issue these days. Eidolon of the Great Revel is absolutely amazing, but it's a little bit expensive. If you can't afford it, then Hellspark Elemental is a very good alternative.
I'd cut the goblins and Goblin Grenade . If you want to play goblins, that's a different deck, and I don't think that adding them to the burn deck helps. Browbeat isn't very good. Incinerate is also real bad.

How strict is the budget? And how casual?
You can make a pretty decent burn deck for around $40, if you try to keep it fast and low to the ground, by dropping things like Viashino Pyromancer and Guttersnipe , and adding Soul-Scar Mage and / or Monastery Swiftspear
An upside to playing the prowess 1-drops is it gives you reliable access to a cheap burn spell called Wild Slash which is very good if you can reliably turn it on. Especially alongside Kiln Fiend , that should be easy to do.
I'd also suggest dropping Volcanic Fallout in favour of Exquisite Firecraft , losing the instant speed can be a minor downside, however, with two in the deck, and it costing 3 mana anyway, Firecraft will work more like a finisher, hitting your opponent for 4 instead of 2, and possibly finishing them off. It is uncounterable with spell mastery, which should be pretty easy to turn on.
Also, with 20 lands, it might be worth considering Shard Volley , turn your extra lands into 4 damage.

Having an extra Shard Volley would be cool but I'm only running 18 lands so its a double edge sword or perhaps Thunderous Wrath but it's a dead opener or if flipped with Light Up the Stage . I can't really think of any other good 1 drop burn spells, let me know if you have any ideas.
Switching Grim Lavamancer for Eidolon of the Great Revel is probably the best scenario since it's such a good card in modern, but too often do I find myself in a position where I'm racing my opponent and if you end up on the draw game 1 you won't be able to cast it. I used to run only 2 but felt lacking but so far have been pretty happy with 3, I almost always move them to sideboard if I'm on the draw and if on the play I throw out Light Up the Stage and use 4 Eidolon of the Great Revel since the interaction beetwen the two is not good at all.

guttersnipe is just terrible in modern.. 3 mana that could easily have just been another bolt, and there is a million better options than shock, most of which are fairly cheap.
some shock replacements include:
guttersnipe could be replaced by plenty of lower cmc creatures not seen in regular burn decks
sideboard you could and should run more artfact and enchantment hate like

for example: vs burn on the draw. it is best if i can take out Eidolon of the Great Revel and Forked Bolt . if i take out Shard Volley then i will only have Dragon's Claw to put in. Molten Rain is not bad against multicolor burn, but it is better on the play. maybe i should side in Smash to Smithereens to counter possible Dragon's Claw and Ensnaring Bridge .. 3d chess doe
