We're going to call this game a win, though I didn't see the illegal play at the time that made me think that I "lost" it! I was playing against a nasty Queza, Augur of Agonies combo deck, a Veyran, Voice of Duality deck and a Lathril, Blade of the Elves deck. I took a lot of hate and lost a lot of pieces that I fielded, but I was careful not to dump my hand too quickly, and kept my resources strong by attacking every turn with goood old Segovian Angel equipped with Sword of Hearth and Home and Rogue's Gloves, making sure I had no shortage of ramp and cards. Eventually my opponents were exhausted and I dumped a large quantity of angels on the battlefield in a single turn, including Linvala, Keeper of Silence. I had lethal against my remaining opponents, but I thought the Queza player had been able to pull out a game winning combo. This would have required him to cycle Sanctum Plowbeast however, and Linvala should have shut that off since plowbeast is a creature. As such, we'll call this one a win! I think this game illustrates once again the power of Linvala, but also is a reminder that you don't want to commit too many resources before you're ready, and that when getting a lot of hate you can just build up resources for the right time and overwhelm them. Getting this pacing right is how once moves from being a noob at this deck to a pro.
For the first time this summer I got to play against this deck, as a friend I met a teacher's conference piloted it 1v1 against my own best deck, which is my Inalla, Archmage Ritualist combo deck. Needless to say, I learned from this game that this deck is easily piloted well by someone that isn't me but is a good player, and once again that is a monster deck in 1v1. Despite having lots of premium control pieces in my toolbelt including Cyclonic Rift (which I tutored and played), counterspells, removal pieces, and lots of game-winning, synergistic combos, I just wasn't able to keep up with Giada. Linvala, Keeper of Silence made my life miserable until I erased it with a Toxic Deluge, though the life loss hurt. She still came back quickly even from that and finished me off. It was good to see my deck piloted expertly by someone else, and perform well against my most competitive deck.
This game was short and a bit of a sequel to the previous game. I once again was piloting my Inalla deck against a friend who was playing Giada, though this time it was a four player game. The Giada deck worked well, and was the major target at the game table. Unfortunately for them this meant they ignored me, and I combo'ed off out of nowhere well before they were expecting it. As such, it was a loss for Giada, but the deck worked the way it was supposed to even in another player's hand, even if the threat assessment of all three of my opponents did not work as well.
This was the truly epic win that I've been waiting for since I built this deck, and my favorite game with it to date. Not only did I finish the game with 150 life (thanks to Bishop of Wings, Soul's Attendant, and especially Righteous Valkyrie), but I formed Brisela, Voice of Nightmares  Meld  Meld not once, but twice, and brought Emeria, The Sky Ruin fully online. My opponents were playing my own decks, which are good, including my super fast Yuriko, the Tiger's Shadow deck, but not even Yuriko could keep up with my lifegain, which left my opponents in quite the dilemma as they tried to figure out which threats to do with. Brisela fell he first time to a Dokuchi Silencer, but I was able to kill the Yuriko player before he could repeat the act, and I brought Bruna back with Emeria and Gisela back with Karmic Guide, and there was nothing my remaining opponent could do to stop me. I think this game was an illustration of just how good this deck can be when performing at its ceiling.

Great list you've got going. I love the spell-slinging for value approach you've taken. I have a couple budget additions for you if you like.

I suggest swapping Scrap for Shredded Sails. I love the original Urza's artwork and card frame, but the new artifact hate is more modal and costs one less to cast if you need to.

Also, you don't have a lot of alternative ramp cards like Dockside Extortionist and Smothering Tithe. If you're on a budget, I suggest putting in the Talismans and pulling Myriad Landscape as its just too slow. Also, Migratory Route cycles to color fix you, but it only gets a basic and is practically unplayable. If you're going to keep a landcycler in, I suggest Sanctum Plowbeast. Granted, it's not exactly playable either, but it cycles for a "Plains" or an "Island", so you can go grab a basic or your Irrigated Farmland or your Prairie Stream or your Raugrin Triome, or any other fetchables that you end up putting in the deck. You might also consider putting in something to slow your opponents down like Kismet or Frozen Aether.

Seriously consider keeping Curator of Mysteries in for top deck filtering when you cycle. You could put Crystal Ball in instead, but Curator works with the cycling theme. We all would love to stick Sensei's Divining Top in our decks, but $$$$. Also, if you have Decree of Silence, put it in. At it's floor, it's a free counterspell with Gavi or New Perspectives, and at its ceiling, it eats your opponents next three spells.

I also suggest Hall of Heliod's Generosity to put Decree or Astral Drift or any of your other enchantments back on top of your library. If you're gonna run Akroma's Vengeance and Dismantling Wave, you should have a way to get your enchantments back.

Savai Thundermane isn't necessarily cost effective. I would suggest pulling it for the new Drannith Stinger. Ping ALL of your opponents for free when you cycle, rather than paying two to hit one target. If you're worried about targeted removal, don't forget you have Lightning Rift which does the same thing as Savai for one less mana and is much less likely to be hit by a wrath.

Have you play tested this yet? I've always found both Niv-Mizzets prohibitive in casting. Brallin, Skyshark Rider  Flip and Glint-Horn Buccaneer work very similarly with Curiosity and Ophidian Eye, are far less prohibitive to cast, and with how fast this deck draws, you should have no problem getting to 8 cards.

Looks like a fun build! I have a similar deck, and here's some things I would suggest adding:

Dimir Infiltrator/Drift of Phantasms/Dimir House Guard: These guys can all be discarded in order to get important cards to your game plan. I notice you have a lot of spells at CMC's 2, 3, and 4, so they should be a great fit!

Compulsion: You can now cycle any of your cards!

Cast Out: Cycles, and is a versatile removal spell.

Tortured Existence: All you need is one creature in your graveyard and one creature in your hand to get an insane amount of discard triggers with this card. It's a lot of fun!

Phyrexian Reclamation: This can get back a good creature, or at the very least allow you to cycle something again in a pinch.

Spirit Cairn: Another good token maker on discard in case you feel you need more benefits when you do cycle.

I've suggested 8 cards to add. If I was going to suggest as many to cut, here's what I would say:

Unburden: One player having to discard two is not very helpful in a multiplayer game. This will mostly just make one person your enemy.

Lurching Rotbeast/Sanctum Plowbeast/Winged Shepherd/Djeru's Renunciation: These will mostly end up being part of the deck simply because you can cycle them, which is a good sign that there are better options.

Absorb Vis: Same problem as Unburden. If you want to make one opponent your enemy, great. Otherwise, it exists because you can cycle it.

New Perspectives: When cycling, you typically do not end up ahead on cards. This means that you will rarely end up at max hand size, so this is an expensive draw spell.

Plea for Guidance: You have 4 enchantments, 3 of which your commander can go get you. It is not very helpful here.

You cannot.

While Plainscycling and Islandcycling are abilities of Sanctum Plowbeast, even though you can activate those abilities from outside the battlefield, Sanctum Plowbeast itself is merely an artifact card when it's not on the battlefield, and Grand Architect's restriction on artifacts means it's restricted to permanents with the artifact type and therefore doesn't allow you to spend the mana on abilities of artifact cards.

It's not as simple as providing a single rule quote here, but the entirety of 110.4 will back this answer.

Nobilior a lot of cards from Esper had really cool art. a few more: Ethersworn Shieldmage, Sanctum Plowbeast, Spell Snip, and Windwright Mage.
