Play Death's Shadow once you get your boss out. (It's like $10 though)

You have to protect your boss from removal if you want him to get counters from all the creatures that die. Aspect of Mongoose, Blessing of Leeches but mostly a Whispersilk Cloak will protect him and let him use those counters without being chump blocked.

Reign of the Pit would give you a huge creature and your boss gets all the counters as well

You don't seem to have any mana heavy cards so I'd go down to about 35 lands, let the cards you replace go for card draw

I agree, ramping in Grixis isn't easy. Mana rocks for days. I'd say a Dimir Signet would help you out more, yeah.

Reign of the Pit is cute, but I would say CM takes the cake. While it doesn't hit every player, it's a gut punch to a single player that's hard to recover from, even in Commander.

Refuse / Cooperate is also not great. If you want to copy things, the way to go is ultimately gonna be Reiterate. If you hardcast it, then pay the Buyback cost when you cast it from the graveyard, it'll go back to your hand instead of exile! Helps get a bit more oomph out of every card.

Go for the Throat and Walk the Plank are decent, but I'd consider upgrading to a planeswalker autokill, like Dreadbore, Hero's Downfall, or Ruinous Path if you can. If you want to go even more battlecruiser, Phthisis is slow, cumbersome, and expensive -- but in Commander, it can hit like a bag of bricks.

Depending on how reliant you want to be on your commander, the deck might benefit from taking out a few of the creatures. Traximundar, Oblivion Sower, and Baleful Strix, while good cards, don't really advance the strategy of casting large instants/sorceries. If you were to take the creature count down to below 10, I think your deck would run a lot smoother in terms of consistently hitting instants/sorceries with Jeleva, Nephalia's Scourge.

Another suggestion, it might be good to run a few "each player sacrifices a creature" type of effects such as Smallpox, Tyrant's Choice, Reign of the Pit, Capital Punishment, and/or Barter in Blood. If nothing else, these will give you "outs" with Jeleva that will allow you to sacrifice her when there are no more instants/sorceries exiled under her.

Hmm wow thanks carpecanum for the suggestion of Thalakos Deceiver will 100% try to get it for my deck. Not so sure on Reign of the Pit but Thalakos Deceiver definitely.

A few more fun suggestions: Reprocess, Reign of the Pit, and Pattern of Rebirth. Death Cloud can be awesome too if your board and/or graveyard are stacked. Especially if you can preserve Meren, then you get to use her to repopulate your battlefield with fatties, while you opponents are trying to rebuild their mana base. If you find your graveyard is always full, then you could add an Oversold Cemetery.

(+) Wasteland Viper - doubles as instant spell, thanks to bloodrush
Nemesis of Mortals - maybe?
(+) Disciple of Bolas - pretty self-explanatory. Even though it's not that thematic, the artwork makes up for it.
(+) Bloodgift Demon - kinda thematic since he gives blood (plus increasing draw)
Moriok Replica - non-thematic, recursive creature-based draw alternative
(+++) Sidisi, Undead Vizier - Nagas are part-snake! Sac to tutor is pretty good with Meren.
(++) Caustic Caterpillar - is cute and easily reusable to deal with pesky enchantments/artifacts
Basal Sliver - mana dork
Verdant Eidolon - mana dork (plus great artwork, but kinda costy)
(+) Burnished Hart - ramp
Dawntreader Elk - ramp
Renowned Weaver - early game
Centaur's Herald - early game
(+++) Merciless Executioner or Fleshbag Marauder (eew) help out specially if you sac them and bring them back with Meren. (works as Barter in Blood, but with no drawback for you). Also does wonders in conjunction with Butcher of Malakir.
Agent of Erebos - might be necessary when dealing with other reanimator decks (sideboard?)
Ravaging Riftwurm - it dies in 2 turns, but Meren can easily bring him back.
(+++) Rootrunner - it's a win condition. It can easily lock someone into drawing the same land over and over.
(+++) Bloodflow Connoisseur / Bloodthrone Vampire / Vampire Aristocrat in opposition to
Blood Bairn can sacrifice themselves.
Flesh Carver - looks like a vampire and grows up pretty fast, even though you have to pay to feed him. Intimidate is a plus.
Soldevi Adnate - poetic and could make itself useful in the mid-game.
Viscera Seer - classic
(+) Hooded Hydra - HAIL HYDRA! Gives you pet snakes
(+) Hornet Queen / Hornet Nest - flying deathtouch tokens are lovely
Avenger of Zendikar - lots of tokens.
(++) Vampire Hexmage - Kills planeswalkers among other stuff
(++) Archetype of Endurance - one of the cheapest defenses you can get in a deck.
Fierce Empath - tutor

ENCHANTMENTS:
Ulvenwald Mysteries - acts as a draw engine and gives you some vampire food in exchange. The art could also be interpreted as vampire attack :P.
Vampiric Rites - sac outlet and draw engine
Seed the Land - even though it also gives tokens to your enemies too, it should be ok.
Bonds of Mortality - removes hexproof and indestructible
Zendikar Resurgent - doubles your mana

INSTANTS:
Cobra Trap - for the trap trigger is quite good, but it's a terrible card otherwise.
Arachnogenesis - not thematic, but it's a good EDH card.

SORCERIES:
Cultivate / Kodama's Reach - a must
Reign of the Pit has fantastic artwork.
(+) Triumph of the Hordes - win condition (plus flavor since it's poison)
Traverse the Ulvenwald - tutor
Diabolic Tutor - tutor
Increasing Ambition - tutor
Barter in Blood - removal
Crux of Fate - removal
Deadly Tempest - removal

ARTIFACTS:
Orochi Hatchery - I don't believe it should be necessary on this deck, but it's an option...
Basilisk Collar - Basilisks are a Gorgon's best friend.
Mortarpod - or, as I like to call it: deathtouch token-based removal cannon.
(+)Ring of Xathrid - Regenerate and buff a creature (Meren deserves a ring!)
Swiftfoot Boots - for the hexproof (Meren has a giant target on her back)
