Glacial Fortress and Temple of Enlightenment are a nice budget replacements for Evolving Wilds depending on whether you want speed or scrying. Cancel is not a good replacement for Counterspell (there really isn't one if you think about it) because there are plenty of counters with the same converted mana cost that does more, i.e. Faerie Trickery//Dissipate, Disallow, Dissolve, Hinder (personal favorite), etc.. If you're looking for 2 mana counters I'd suggest Negate/Psychic Barrier (simple and to the point), Rune Snag (better with time), Remand, or Familiar's Ruse/Deprive. As far as a replacement for Shield Sphere goes, there are cheap defenders out there. While not at the same cost Wall of Omens and Wall of Denial does a fantastic job of keeping attackers at bay, you could also double up on Fog Bank with it's slightly bigger cousin Guard Gomazoa. Lightmine Field/Archangel of Tithes/Ghostly Prison also does a pretty good job of keeping attackers at bay. Hope this helps.

One more thing that just popped into my head.

The False Summoning could come out for Psychic Barrier . Seems like a better play. You probably wont have issues with the double blue CC.

Wow! Thanks for the help Kinge, that's all super useful and you're right I don't how how I didn't see it sooner, I'm definitely replacing Psychic Barrier with Essence Scatter!

Cool deck! I notice that you could easy make this deck Modern legal rather than legacy as legacy is a lot higher power than modern. You would just need to replace Hallowed Spiritkeeper with something else.

I would also splash Black in your mana base so you can use the flashback on Lingering Souls. Maybe a couple of Drowned Catacomb or Isolated Chapel to make it so you can use the flashback. Alternatively, you could replace them with Midnight Haunting as it is instant speed and that way you could leave up a counter in your hand and if you don't need to counter anything just make some spirits.

Speaking of counters, I replace Psychic Barrier with Essence Scatter as it is easier to cast.

Playing Grixis Delver recently has taught me that Mana Leak is still a very real modern card. Psychic Barrier has me underwhelmed. I love Countersquall, but not that many in the mainboard. It's really bad against decks like Humans. And I know you have a lot of creature removal for things like Humans, but it's still bad to have a 4-of unplayable card.

Instead of 4 Barrier 4 Countersquall I'd try something like 4 Mana Leak, 1 Countersquall, 3 Spell Snare, or something similar to that, and then put more Countersquall in the sideboard. You lose the incremental damage, but gain consistency.

Similarly, a lot of those creature removal spells will have no target in matchups like Control or Tron.

If you want to play more creatures, I do think Thing in the Ice  Flip is great right now. If you flip it then you win the game, but there are still things like Reflector Mage to make for a sad day. Another card to consider is Cryptic Serpent. It's not too hard to cast, out of reach for Fatal Push, and at worst trades with all the creatures in modern except Ulamog. To support it you'd have to change the deck quite a bit, but it's still something to consider.

To summarize my thoughts, it seems like a lot of the cards are too narrow. Sometimes the deck will draw all the right cards and win very handily. Sometimes the deck will draw half of the right cards and then discard the wrong cards to Liliana of the Veil. But other times still the deck will draw the wrong half and do nothing.

Think Twice is good. I had actually forgot about that, but its a great card for control. I dont know how many you want to play; youd have to play around with ratios.

Telling Time is good card selection, but it doesnt actually give you card advantage: youre spending one card to get one card.

Im not totally sure what to cut for think twice, but you can probably trim some mixture of Curious Homunculus  Flip, Dissipate, and Psychic Barrier. Again, play around with ratios and find what you like.
