Promotheus I want to put Exploration in the deck but I just cant seem to find someone locally who wants to trade it. And as for Mind Control, I want to put it in with the others including adding a few like spells that are not in the deck yet but there needs to be a fine balance between removal, voltron, and ramp, I've switched out Persuasion for Corrupted Conscience because it's just a strict upgrade. Plus I can flash it out with Sigarda's Aid making it a real threat

Good job on keeping it 60 cards, and its good you're keeping a 24/36 land ratio.
I will say, if you are wanting to reduce the $ Cost, consider cutting bribery down to 2 copies and adding some Archaeomancer. You can expand on that tactic to include some Boomerang bouncing for both your creatures and threatening opponent cards. After you are finished getting the spell you need from it, you can use it as a chump blocker.
Your deck is very vulnerable to tokens and aggressive decks, so consider a Dissipation Field or some AEtherize. Much of your deck doesn't even begin to lay the groundwork for it's winning strategy until late game, so consider some cheaper mind control tech like Persuasion and Mind Control or quicker ramps with mana rocks like Sol Ring or fixers like Gauntlet of Power and Caged Sun. If you like artifacts, you can do some mean things with Mindslaver and Trading Post.
Carnage Altar and Ashnod's Altar are nice to use against an opponent who can destroy your enchantments/artifacts. May also consider Memory Plunder. Treachery Is expensive, and without a lot of card draw (think Fact or Fiction ), it'll be hard to make the second ability REALLY worth it. Save some time and put one of those 5 cost control enchants out there.
Have so much stealing, the opponent can't match up, be choosy about what you take, and use counterspells for things you just don't have another answer to. Like when your opponent brings out Martial Coup with plans to Burn at the Stake next turn.

It would be helpful to post a deck link so we can see what you are working with.
To start, what is more important to you, flavour or overall power? If flavour is more important, there are a number of spells with Nicol Bolas quotes you can use. Some top contenders for flavour include:
Neheb, the Eternal - which has the advantage of being a fairly solid card.
Apex of Power - super big, flashy spell that oozes with flavour, but is not the most playable card.
There are the assorted planeswalker defeat cards, which, while quite flavourful, are pretty mediocre.
Fraying Omnipotence - another flavorful card that is not great.
Patient Rebuilding is not great as a draw engine, but still kind of fun.
Soul Manipulation provides graveyard recursion and a limited counterspell.

I would recommend running more wheel effects. Cards like Whispering Madness, Windfall, Reforge the Soul, Dark Deal, and Winds of Change can produce incredible damage while also disrupting your opponents' strategies.
Alongside the above, Library of Leng is quite useful--you can use a wheel effect to discard the cards you do not need, but ensure you retain the cards you will want to use post-wheel.
Helm of the Ghastlord combos well with wheel effects--opponents discards their card and are forced to discard every replacement they draw. This can easily win a game by locking your opponents out of having cards in-hand. Like Curiosity, it goes pseudo-infinite with Niv-Mizzet.
Sigil of Sleep is a great card in Nekusar, turning every wheel into a mass bounce spell.
I would recommend cutting Font of Mythos. Cards like this seem like they should be good with Nekusar, but I've found their lack of built-in punishment quite counterproductive.
Imprisoned in the Moon and Deep Freeze are strong removal cards in EDH. Unlike more traditional kill spells, these enchantments do not cause an opposing commander to change zones. As such, your opponent does not have the option of returning their commander to the command zone, so the removal spell is permanent.
I second kamelyan's suggestion to use infect. A single wheel effect and they're dead on the next draw step.
Nekusar should be focused on winning as quickly as possible once you've got him on the field. Your assorted Persuasion cards cost far too much mana and do not contribute to your primary victory conditions. As such, you should cut them from the deck.
Finally, Unmake's colour identity is Black and White--as such, it is illegal with Nekusar.

While you have a solid base, I would recommend some changes. Some of the clone/steal affects like Clever Impersonator and Phantasmal Image, Beguiler of Wills, Annex, Roil Elemental, ect, are just expensive and don't exactly contribute towards your core strategy. I would replace those with Foundry Inspector, Palladium Myr, Padeem, Consul of Innovation, Unwinding Clock, Shimmer Myr, Whir of Invention, Paradox Engine, Treasure Mage, and Trophy Mage. Cards that let you take advantage of idle artifacts like Clock of Omens are fantastic, meanwhile I think Disallow and Spell Crumple are way too expensive for a counterspell. Mind Control, Persuasion, and Control Magic are just straight up bad cards, and Part the Waterveil doesn't exactly belong here either. Copy Artifact is great, but I think for the price Mirage Mirror is better. Lands are also important in an artifact deck, and so I would recommend, Expedition Map, Buried Ruin, Urza's Tower, Urza's Mine, and Urza's Power Plant. Finally, your commander is expensive, so Swiftfoot Boots and Lightning Greaves are a must, plus they are artifacts.

If an opponent casts Emrakul, the Aeons Torn, and I have Mycosynth Lattice and Leyline of Anticipation out, does that mean I could gain control of him via Memnarch, Mind Control, Corrupted Conscience, Persuasion, etc.?

like the base concept.
Confused by the lack of Phantasmal Image as it would etb as a Spirit. It doesn't trigger Tallowisp, but does trigger Mausoleum Wanderer and makes Drogskol Captain much better.
Also I think your Enchantment package needs an overhaul. Suggest maybe some of the following:
- Imprisoned in the Moon Good for general O-Ring style effect.
- Call to the Kindred Really interesting thematically as it essentially lets you CoCo every turn.
- Mirror Mockery Works well with combat on Selfless Spirit.
- Pariah Good SB fodder vs Burn etc.
- Daybreak Coronet Possibly the best Aura ever printed.
- Gift of Immortality Keeps Geist of Saint Traft around even longer.
- Flickerform Can setup multiple exile triggers on Spell Queller for abuse.
- Threads of Disloyalty More SB fodder.
- Domestication More SB fodder.
- Illusory Gains More SB fodder.
- Persuasion More SB fodder.
