Outrage Shaman

Creature — Goblin Shaman

Chroma - When Outrage Shaman enters the battlefield, it deals damage to target creature equal to the number of red mana symbols in the mana costs of permanents you control.

Cuts

While the cards I'm going to list are not necessarily bad cards that can never be good in the deck, I still don't think they work as well as other cards do in your current build. I'll keep my reasoning brief.

You don't have enough draw condition in the current version of your deck to justify running mana doublers. Cut: Caged Sun, Extraplanar Lens, and Gauntlet of Power.

For similar reasons, later game mana rocks are also fairly pointless, they just slow you down for little benefit. Cut: Gilded Lotus and Thran Dynamo.

Also Temple of the False God doesn't really do anything either here.

I know I didn't give you quite as many suggestions for creature additions as I'm going to give you for creature cuts. If you want some more suggestions for creatures, just ask, I don't wanna flood you with suggestions.

You can afford to lose some tokens, so Dolmen Gate is unnecessary here.

Hall of Triumph and Goblin Caves are pretty bad as anthems go.

Rage Reflection is a sub-optimal card, many other cards are simply better.

Magistrate's Veto is interesting but unnecessary

This is not the right kind of deck for Mana Web.

Roar of the Crowd and Dogpile are both worse versions of (many) other cards.

Even though Boggart Shenanigans is literally a "Goblin Tribal Enchantment", it is still the worst way to generate free damage.

Smash to Smithereens is one of the most mediocre artifact removal card in the game.

That's all for now, if you want any other advice, just ask.

I wasn't a big fan of theros, the flavor was good but even the best mechanic, devotion as mentioned above, was just a nerfed chroma. (Primalcrux, Outrage Shaman, Heartlash Cinder)

I would be nice to see it fixed though, maybe something more game changing than creatures that die to Erase

You have a lot of direct damage spells, which tend to be less useful in EDH than other formats. Your plan isn't to burn them out, and things like Draconic Roar doing 3 damage won't take down a lot of the creatures you absolutely need to get rid of. I would definitely rethink your instant/sorceries to coincide with your deck's plan (which to me, seems to be getting creatures on the battlefield and eventually swinging). Creatures like Boggart Brute can be decent in limited where hitting a single opponent for 3 every turn puts a decent clock on, but in EDH I will gladly allow you to hit me for 3 damage while I wait a turn to hit you for 25. Maybe that's just my meta, but there are a few dudes in your list that just won't impact a game as much as you would want them to. Some considerations for removal should be:

Boggart Brute

Frenzied Goblin

Goblin Dark-Dwellers

Goblin Glory Chaser

Goblin Heelcutter

Subterranean Scout

Goblin Rabblemaster (yes, yes, he's good, but forcing your team to swing might not always be the best plan, and you have no way of making him unblockable like with Rogue's Passage, so they most likely chump him anyway. Still, he can be a win con with enough Goblins out, so this would be my last creature to cut. I do like him, but you have to play him when he's most useful, and that usually means giving him haste)

There are a lot of good goblin cards you can add in as you find people to trade with or run into some money. I would consider:

Goblin Assassin

Goblin Matron

Goblin Welder <-- THIS GUY. Very good with artifacts. Srsly.

Lightning Crafter

Manic Vandal

Mogg War Marshal

Moggcatcher - not a goblin, but he searches for them.

Outrage Shaman

Rummaging Goblin - gives you much needed card draw, and with Feldon in your deck, allows you to dig for creatures to bring back as artifacts

Siege-Gang Commander

Tuktuk Scrapper

Kiki-Jiki, Mirror Breaker - just, so much awesomeness. If you ever get him, make him your commander and you'll have a ton of fun. He's still great as one of the 99.

Also, I would consider running Warstorm Surge. With so many creatures entering the battlefield, you'll be hitting for a ton of unblockable damage that you can direct to players or creatures at your leisure.

Man... this makes me want to remake my red EDH deck... lol

Good luck!
