Welcome to EDH. This looks like a great tribal deck and rogues are a lot of fun. It looks like you have figured out that you can't play red. The rule of EDH require that you can only have the mana symbols that are in your commander. Noggle Bandit is technically red so you will have to cut that card as well.

I had a Sygg, River Cutthroat deck back in the day and I had a lot of fun effects that caused people to take a few points of life loss so I draw cards on their turn. Not sure where your budget is but Contaminated Bond and Revenge of Ravens are some ways to get a few extra cards; Revenge of Ravens also works as a deterrent to people attacking you. Other cards to think about are Bloodchief Ascension and Painful Quandary.

is one of the 10 hybrid mana symbols (there exists one for any combination of 2 colors). It can be cast with mana of either color. Take Nip Gwyllion as an example. You can pay for it using a black mana or a white mana and the card itself is considered to be white and black once in play regardless of how you spent your mana. A card with 2 hybrid symbols like Noggle Bandit does the same thing but the the two mana symbols don't have to be from the same color. It can be cast with , , or but regardless of how you chose to pay for it, it is both a red and blue creature.

I'm not sure if this is relevant in your deck but it counts towards devotion of both colors. (If you don't have anything in your deck that cares about a devotion to color/colors feel free to ignore this paragraph) If you have only a noggle bandit in play and are considering casting a Keranos, God of Storms, noggle counts towards both. Your devotion to blue is 2 and your devotion to red is 2 making your total devotion to red/blue 4 off of just the bandit. As I said not sure if that will be relevant for you but figured i'd mention it.

Some random Izzet cards I've come across from LRW/SHM: Clout of the Dominus, Inside Out, Crackleburr, Nucklavee, Noggle Bandit to crack those clogged multiplayer boards, Mindwrack Liege, Mirror Sheen in the sideboard
