Nice deck! Epics are really fun cards. +1
Perhaps you could try highroll with something like Twincast? The card is ok on its own, but you can cast it on your own Neverending Torment to get two triggers on upkeep. It's kind of overkill though, more food for thought than anything else.

I'm in the process of making a deck which plans to make the opponents cast the epic spell as well with Hive Mind. If you give yourself hexproof first, everyone casting Neverending Torment as well actually helps you out. Kinda fits your game plan, maybe? Not sure if that takes away the fun of what you're trying to do...

Making "Legendary" synonymous with "Restricted" is unlikely to be a good idea. I'd support it, since it'd be a simplification over the current Legendary rule, but that'd change the game way too much.
Though, I'm sure if they needed change the Legend rule to make a new Jace planeswalker work correctly, they'd probably do it.
Anyway...wizards tried legendary sorceries before: the result was the Epic mechanic.

Love this. At one point in time I'd wanted to make a Karona deck that would "give people things to fight other people with". You also play two cards I'm quite fond of, Deflecting Palm and Neverending Torment, in addition to a few more. How does it play out generally? I'm quite interested.

Wow! Fascinating idea for a deck! Don't know your budget at all but here we go!
My suggestions: Neverending Torment is not a good win condition. I prevents only you from casting spells, meaning the other players will tutor up cards and beat you. I personally don't think you'll ever win a game this way.
Here's what I think you should do. Take it how you will.
Add: indicates commander staple, because I know you're new :)
This will protect the most important part of the deck, and the linchpin of your strategy.
Then, the #1 suggestion I have for you and the one I want to to try even if you ignore everything else: Ob Nixilis, Unshackled.
Do you see it?? That's 13 life each turn. That's a four turn clock. With enough protection no one will be able to stop you.
Want to double down? Add Strionic Resonator*. That copies Ob's ability, now you're hitting them for 23.
Triple down? Wound Reflection. Kill someone, and watch everyone else tremble in fear.
How do I get these combo pieces, you ask? Easy.
BOOOOOOOOOOM. Necropotence has a huge down side that's MITIGATED BY YOUR COMMANDER. Think about it. Draw all your cards at the cost of you're life, your opponents are stuck with 3-4 and you have 20. You win by sheer card advantage.
Ad Nauseam is another way to get around the inability to draw. Very very strong.
How else do we get stuff we need? Tutors.
Now what about all the cards in their hands and their tutors? Discard.
After that, we punish them further for having so few cards.
Shrieking Affliction this with ob is 16 damage per turn, that's a three turn clock!
Tree of Perdition will out right kill someone with Ob and Maralen out. Take out the strongest player and pick off the rest!
I know this is a lot to take in... honestly I hope you don't use it all because now I'm gonna make a deck with her...

So it's a cool concept, I like it.
The mana curve isn't very good though, you have no ramp and very expensive wincons, that means your control game has to keep moderns fast aggro meta from winning for quite some time.
A big problem I see here is if Neverending Torment doesn't win you the game in 1 or maybe 2 turns you can't play any control spells to stop them from killing you, you have to sweep the board before playing it, and then hope it wins fast enough. You don't have any passive defenses like ghostly prison etc, apart from the life gain. Maybe it's possible to play it in such a way that you consistently win in 1-2 turns after casting it. It looks slow and unreliable to me, but of course I haven't tested the deck.
I think you should have 2 ghost quarter or tectonic edge in you land base to deal with tron and utility lands.
Also this deck should play 4 serum vision, or maybe Opt now that it becomes legal soon, for card filtering, this lets you keep way more hands.

One rules interaction that I have noticed that you may be playing wrong is that you are not able to play Ancestral Vision after using Neverending Torment. Other than that, this looks like it could be pretty interesting to play around with.
