Lots of subthemes you got there, that's some interesting challenge. All in all, you're running way too many high-costed cards for a Commander that generally revolves around more of an aggressive strategy. I'll further provide you a personalized list of adjustments, trying my best to keep it at the lowest budget as possible.

Very first thing, 37 lands is too much for an Anafenza deck imo. You can easily go down to 35/34 in order to feel more proactive. That being said, the mana base of your decklist is pretty unstable, and you'll need better mana rocks, around 5/6 good rocks should do it helping you stabilizing.

The second thing to bring up is that you play loads and loads of creatures with actually specific abilities that don't always combine altogether well. Like, for example, in which way would Slimefoot, the Stowaway help Anafenza, the Foremost being consistent? My answer, without another kind of appreciation than logic: not any single one. If you need cheap legendary to keep it up with your theme, there are better options, but remind that this was only a little example.

Finally, you lack reactivity because of very few instant/flash spells. It's not as necessary as some think, but still have a way to protect dutifully your creatures is a key for aggro/midrange decks in EDH. Being able to answer what your opponents bring up to the tape is moreover essential, and I don't see enough removals/tricks in there.

So, let's take a closer look from now on. I'll make some different categories starting with the cuts to make it easier to read.

Those are the classical ones you surely know. They are easily affordable and would give your deck a small lift at controlling the board state.

2.3.) Better Legendaries:

  • Mikaeus, the Lunarch > not the cheapest already, but really effective, almost a staple for your deck style

  • Hope of Ghirapur > underrated card, does a lot, insane with recursion to lock down a combo player at low cost

  • Anafenza, Kin-Tree Spirit > certainly a staple / and somewhat a reason to get rid of the token subtheme which is maybe a bit too much

  • Syr Faren, the Hengehammer > also certainly a staple / aggressive, good interactions with Anafenza, better than lords already in your deck

  • Kethis, the Hidden Hand > Yawgmoth's Will for legendaries? I'll take that. It could also be a nice alternative commander when you face more control-ish decks you're stuck against, enabling you to have an efficient late game on its own once made your commander.

  • Mangara of Corondor > Legendary creature which works as a nonsituational removal. Really good. Even if you can't always activate it when it hits the table, your opponents have to get rid of it using their hand resources and you make 1 for 1.

  • Masako the Humorless > Underplayed card / can be a game-changer / and it's a legendary creature.

  • Konda's Banner > Yeh, it's a little bit expensive money speaking, but it does everything you're searching for, like a bridge between your Cats, your legends and your Voltron strategy.

+1 for the name alone, love it!
First thing I'd suggest is you up the number of lands you're running to somewhere in the 21-23 range. 16 lands makes it EXTREMELY unlikely that you'll be able to consistently hit your land drops - the only decks that run that few are burn decks with their most expensive spells costing 2 mana. If you want to even think about playing 4+ mana spells, you're going to want more lands.

Moving on to more targetted feedback - if you want to upgrade it, I think you'll need to pick a direction to move the deck in. Right now it's less of a deck and more of a pile of green and white cards (not meant to be a slam on you, that's how most people enter/re-enter the game). You've got some solid +1/+1 counters cards like Gyre Sage and Hardened Scaled, and you've got some solid lifegain-matters cards like Heliod, Glorybound Initiate, and Lone Rider. I'd recommend on honing in on one or both of those strategies, and replacing cards that don't work toward one or both of them (like Primal Druid and Moss Viper, just at a glance).
If you want to hone in on lifegain, you could look at Ajani's Pridemate and more Lone Rider  Flip. For a bit more money you could look at Dawn of Hope. Another step up in price gets you stuff like Ajani, Strength of the Pride and Archangel of Thune. And at the very top you could look at more Heliod, Sun-Crowned. To gain life you could look at Healer's Hawk, Ajani's Welcome, Revitalize, or Daxos, Blessed by the Sun.
If you want to hone in on counters, you could look at (I don't know this arhcetype quite as well so I can't give you price brackets, you'll have to check yourself) Animation Module, Stonecoil Serpent, Nissa, Voice of Zendikar, Tireless Tracker, Jadelight Ranger, Experiment One, Huatli's Raptor, Mowu, Loyal Companion, or Knight of Autumn. There's probably more excellent cards in that category as well, but like I said I don't know that archetype as well (I'm better versed in BLUE green counters).
You also don't really have much in the way of creature removal, which could prove dangerous. Selesnya Charm and Banishing Light are alright, but I'd up how many you're running if that's going to be your only removal. Declaration in Stone is a premium white removals spell you could look into if you're looking for upgrades in that department.

These are all just suggestions though - you should build and play the deck however you find it most fun. It is your deck, after all! Whatever you decide to do, good luck and have fun!

I really like the idea of the deck you made, however I'm just trying to make the decks so every card including the commander is under $1 , with no specific budget in mind. Mowu, Loyal Companion is a great suggestion, do you have any others that are currently under $1?

If you're looking fopr something to brew on your own, I've found Mowu, Loyal Companion to be incredibly powerful and also super budget friendly. Also worth noting is Greven, Predator Captain who is ridiculously overpowered and I built for cards under a dollar with a theft theme (it still kills people on turn three) if you want the link to the deck, here it is though it has been severely upgraded in the mana base.

Also, there's a whole ultra budget brew article series on EDHREC that uses cards only under a dollar, though admittedly, over time, some of the older articles have increased in price.

Finally, there's a series of articles by Tomer Abramovici for Budget Commander on MTGGoldfish.com and his newer decks are in the $25 price range with clear upgrades over time, I would especially suggest his 6 CMC tribal brew (it's incredibly fun).

I hope you have great luck in building your commander deck, I know budget brewing is a challenge but it is well worth the reward at the end.

Sorry this response took so long, just lots of things to respond to, if I don't answer something please point it out so I can do so.

enpc: I totally agree! I've been thinking of expanding past Macar, but I want to finish the Mulligan guide and the Upgrade guide first. I'm especially excited for Mowu, Loyal Companion ! It seems really strong!

SynergyBuild: So I've got a few things to answer here. First, the deck is $9.89 at base in NM/M condition on Star City Games, so your claim of $13 on the low end is ridiculous. I specifically say I exclude shipping, lands, and tax. Essentially this whole "fake advertising" point is false, do some research and read the disclaimer before you call someone a liar. To go onto your "advice" as you call it:

1) I know abut your budget folder, hell I love it, but none of the commander decks in it are $10, none of them even claim to be so I'll be keeping the name, thank you kindly!

2) The name attracts players, which furthers the decks goal of spreading to new players

3) You know what? I did design something amazing, 165 Upvotes, 79 Folders, and constant feedback from happy players don't lie. Even if it helped one person, it's amazing and I have multiple instances of proof that it has.

4) This is "The First Good $10 Commander Deck on Tapped Out" Are your decks $10? No. Did I claim this deck is better than them? No. We are operating on two different spectrums and you're claiming we're on the same one, hell the title has gone through changes throughout the decks history when it inspired a $10 deck trend.

To wrap up your first comment, I think it was more a product of salt. Let's talk about the next comment, I like the wrap up! Definitely helps me in writing this response. I agree, that the promise of $10 per deck is not possible so it would have to go to something like $12 to help pay for tax and then buy them in bulk to save on shipping expenses. On the "useful" or "feasible" argument, I would say it is. I've met a lot of players just in my area that want to get into commander but either don't know how or don't have the money, and that's not including conventions and my (multiple) game stores. As for the time consumption, I already have a few volunteers willing to help out/donate a few of the cards to get us started. In the end, your advice had meaning, it just feels like you based it on how offended you were, which hey that's okay, I didn't choose a name like that and not expect lashback.

Boza: That's a really good point! And I think the points on why people would donate are something to look into. I know I've already said it, but this isn't for profit. What would you suggest as some incentives to get people to donate?

Caerwyn: okay, so I'll answer each of your points in order, if that's alright.

1) I completely agree, just like I said in the comment right above, what would you suggest as an incentive to get people to donate?

2) Yes, that is a rather low number, but when I go into college, that number severely increases, I could use the rest of this grade to set up, prepare, and then next year execute the plan. Would you suggest something different (other than not doing the idea)

3) I mean, the purpose of the deck is to control the board and get out big threats in the form of Ulamog's Crusher and Aradara Express , from a lot of reviews (both on and off site) from new players, they tend to love the deck because it's simple. It's also not super linear because you can upgrade it to a full fledged macar deck (which can also be rather diverse).

4) Swamp is the best card? I guess we've just forgotten about Mobile Garrison , Ulamog's Crusher , King Macar, the Gold-Cursed , and Kaya's Ghostform . You should probably look at the decklist before you make a claim like that.

5) I agree that I should diversify the deck choices, I talked about that earlier.

I totally agree that college will open up a lot of opportunities! Thanks so much for the advice, I'll definitely take it into consideration. Finally, with your Talrand point, I absolutely agree! I think the Commander's Quarters just made a $9.95 Talrand deck, it's super cool. That's definitely an option. Thanks again!

FSims81: Appreciate the love! The lgs idea is really interesting and it's certainly something I'll look into. I think that could solve a number of problems outlined in this forum. If I do that, I will have to make more decks, luckily wizards supplies, I suppose. I talked more about this in comment above.
