so, after rigorous playtesting, I have come up with some cards to cut and add that will hopefully msk the deck better:

cuttables

  • Alabaster Kirin This does absolutely nothing, has no prison effects, and is kinda useless here

  • Baird, Steward of Argive His prison effect is okay, but you can definitely slot in better options for not too much more money

  • Knight of Sursi Once again, just a vanilla card that doesn't do anything except get a small body on the battlefield, which isnt very good in commander, even if it is indestructible

  • Misthoof Kirin Only really okay in a morph deck, this is kinda useless here

  • Oreskos Explorer just a worse Land Tax

  • Segovian Angel a 1/1 with vigilance has to swing 120 times to win. just a terrible card all around.

  • Silver Knight Kinda bad, doesn't really do much .

  • Shepherd of the Lost this would be good if it have every other creature it's abilities, but alas, it's kinda terrible, especially because I'm smelling a voltron sub-theme around Avacyn

  • White Knight Unless your in a very black heavy meta, this is just bad, and is barley passable even if you have said meta

  • Journey to Nowhere a worse Pacifism

  • All your lands except basic plains. You need more utility lands, not just non-basics that do nothing

  • Wing Shards This one is debatable, although I don't see you casting a bunch of spells and having the mana to cast this, due to the lack of ramp you have.

  • Armillary Sphere bad ramp

  • Traveler's Amulet bad ramp

  • Orazca Relic have fun waiting 5 turns to get blessing and then only drawing one card

  • Take Vengeance crappy removal

  • Bishop of Wings I don't see this deck supporting an angel tribal

Potential Add-Ins

Thanks so much for reading my list, and I hope this has been some help to you. My main problem with this deck was it ran too much inefficient removal and bad creatures, but once these are added in, I think the deck should be a lot for mean. Have a great day! =)

I'm a fan of Odric,I find that he always makes things interesting.

Just a few suggestion, could you swap out Iroas's Champion with Aven Sunstriker, it would add another flyer for pretty much the same cost, and with double strike. And for the lifelink instead of War Oracle, Hidden Dragonslayer. He would trigger Bygone Bishop, and give you a little more versatility. Also, another card idea is Misthoof Kirin, Kirin is also another flyer, with vigilance.

A 4-5 color deck will be tough to maneuver especially when all the fetch lands go out of rotation. I'd try and reduce this deck down to 3 colors. As far as duel lands that will help you post rotation, Canopy Vista, Prairie Stream, Lumbering Falls, and Yavimaya Coast and the new lands from SOI Fortified Village and Port Town.

Once you eliminate Stormchaser Mage you won't need the red anymore. If you are looking for cheap flyers to replace him with try Misthoof Kirin, Stalwart Aven, Eldrazi Skyspawner, or Makindi Aeronaut. There is better and bigger flyers out there, but those guys are common cards that will at least help you get started.

I take it the Ancestral Statue was in there to Combo up with Siege Rhino? The best card to work that combo would be Eldrazi Displacer you'll have to throw in a tad bit of colorless mana to make that work though. However, since Siege Rhino will be leaving rotation, perhaps a Relief Captain or Whirler Rogue. There really isn't too much like Siege Rhino that's why he was in every Abzan deck. :-) Keep at it though, I think once you reduce this to 3 colors this deck will be more effective.

I also have a G/W Harden Scales deck that I have had a lot of success with. Not all the cards are budget, but it might help give you some ideas and I could also make some suggestions for budget alternatives.

G/W Harden Scales decks work best in an Aggro style setup. I think you need to bring down the average CMC a bit among your creatures. Sunscorch Regent is very good, but 4 is too many. Remove 2 and add in 2 more Servant of the Scales. Then swap the 4 Misthoof Kirin for 4 Avatar of the Resolutes. Servant of the Scale enters with +1/+1 counters which helps to trigger Avatar of the Resolute's ability. Also, with Harden Scales on the battlefield, when Servant of the Scale dies, you get to but 2 counters onto another creature. Avatar of the Resolute is great! He could easily be a turn 2 4/3 or a turn 3 5/4. Plus he has Trample AND Reach (which my opponents always forget).

I tried Anafenza, Kin-Tree Spirit in my deck and found she didn't really work as well as I had hoped. She performs best if she's on the field in the early game and only running 2 lessens your chances of having her in your hand at the start of the game. However, running 4 is overkill considering she's legendary. Instead perhaps try Endless One. It doesn't give counters, but its a versatile creature that can be cast on any turn. At worst its a 2/2 for 2 or a 3/3 for 3, etc. At best, you have a Harden Scales or 2 on the battlefield and its a 4/4 for 2 which is awesome.

In my opinion, you will probably have more success with this deck if you add a few more creatures. Remove Scale Blessing, at 4 mana, its just too slow and doesn't have enough upside. In its place, try 3 Salt Road Quartermasters. It enters the battlefield with counters which works well with Avatar of the Resolute's enter-the-battlefield trigger. It's ability makes for a great combat trick especially if Hardened Scales is in play. And, with Hardened Scales out, you can remove 1 counter from Salt Road Quartermasters and add 2 back onto itself so you net 1 addition counter.

Try putting Inspiring Call in your sideboard. Bring it in against Control or deck running a lot of creature destruction. Instead, add more Removal spells (which your deck is lacking). Take out Hunt the Weak also and try Immolating Glare and Stasis Snare. They are good budget removal spells. Immolating Glare kills anything attacking you and Stasis Snare is great against Hangarback Walker or anything that you don't want coming back from the Graveyard. If its not out of your price range, Valorous Stance is a very versatile card. You can get rid of a big threat or protect on of your more valuable creatures. I recommend taking out 2 Citadel Sieges to make room for it.

Your mana base needs a bit of fixing. If you have the money 3 or 4 Canopy Vistas is great. If not, Blossoming Sands will do just fine.

After a quick review, Sandsteppe Mastodon didn't seem that good, but maybe it's just enough to win? The bolster 5 hopefully falls on Misthoof Kirin or ideally an already big dragon. You need to pay attention to the toughness of all your creatures and be sure bolster can hit good targets every time. I would try to cut all low toughness cards that don't win the game when bolstered like Ainok Survivalist, and probably Dragon's Eye Sentry as well. Maybe cut all the ramp creatures in favor of sorcery/enchantment based land fetching?

There aren't any super great 7 drops in your colors in Standard right now, but just consider you could be be playing any of the following creatures that can usually just win by themselves, Gaea's Revenge, Plated Crusher, Mage-Ring Responder.

Shieldhide Dragon is only good because it's toughness is so low. I won a game in a pre-release only because this card sucks so bad that when I bolstered 5 it was my smallest creature.

Do you know about the Enduring Scalelord infinite combo? with 2 in play they trigger each other forever, may be fun. If you go that route, add cards that trigger counters once the second Enduring Scalelord has entered the battlefield like Anafenza, Kin-Tree Spirit so that turn you attack with the first one for a trillion.

Scaleguard Sentinels is very good with your 10 dragons, Statistically you'll draw a dragon every 6 cards, consider replacing all your non offensive creatures with less then 4 toughness with this.

Abzan Runemark is usually going to get lost 2 for 1. I think you'd be better off with more of anything else.

Your deck could support Inspiring Call, but it requires an awkward play style/strategy. You need to hold 3 mana untapped every turn after you have a few creatures in play. It would be a good sideboard card for games that go long but not against heavy creature removal because you'll never have more then one creature in play.

I just noticed you only have 22 lands!!! I think that is a huge mistake! You need to hit your first 4 land drops in order to get to your real land ramp. I would play at least 24 lands.
