I think more important than mana (land and artifact where all the $$$ is spent), is Sylvan Tutor and Worldly Tutor will give you a higher consistency on T3/T4 infect wins. Unfortunately they aren't cheap unless they get reprints.
Harrow is an under-utilized ramp, it's benefit over something like Cultivate is that the lands come in untapped, so your net cost for that extra land is CMC1 (sac the land you just tapped of course) and you can play something else that turn!
I have been getting tired of Kemba, Kha Regent lack of performance as lately in my budget deck, often feels like a mis-utilization of equipment, unless I have the equip on-board to re-purpose for combat, and now that Balan, Wandering Knight is out of budget for my deck now, makes it even worse for me. Felt like Pride Sovereign 2.0. But then again, some games I have high success with both those cats in my budget league with the go-wide they provide, so really can't exclude either.
Has a cohesive strategy, should be out to early aggro, has a couple built in mid-range ability to win, good lifegain. I would assume it's pretty fun to play too.

There are a bunch of cool low cmc humans/soldiers that make for fun games. Older synergies like Preeminent Captain/Ballyrush Banneret/Cenn's Tactician/Veteran's Armaments exist, cards like Akroan Crusader/Hero of the Nyxborn enable token/buff strategies with target spells, Ancestral Blade Strength of Arms and Auriok Steelshaper enable equipment synergy, Boros Keyrune is cute tribal ramp, recent Standard has a bunch of soldier tokens kicking around, from Forbidden Friendship to Garrison Cat to Haazda Marshal, older formats have cards that have fallen out of favour like Goblin Trenches while newer sets have cards that didn't see play like Memorial to Glory, there are infinite combos out there with Patrol Signaler, Timely Reinforcements/Even the Odds/Martial Coup is a thing.
Humans/soldiers is amazing because it is incredibly flexible in casual play. You can play a singleton deck, still have a deck that feels great to play, while the people facing you don't know whether you built a Haazda Marshal/Breath of Fury combo list ,a Haze of Rage go wide, Cauldron Haze midrange or Gather the Townsfolk brinksmanship/control.
Don't worry too hard about what exactly goes into the list, just worry about the curve being about right and filling it with fun cards. Things like Palace Sentinels/Throne Warden can be amazing fun despite being unsuitable for competitive play.

Hey, CaptainBanana42 has the right idea, you can use Night's Whisper , Sign in Blood and Read the Bones help to smooth your draws. Phyrexian Arena or Underworld Connections are also very helpful. Land Tax , Tithe or Gift of Estates can be good to make sure you have multiple turns of land drops especially since you're playing Godless Shrine .
Another approach to consider is add more cards that can find Skullclamp because it's a draw engine: Enlightened Tutor , Open the Armory , Stoneforge Mystic . Enlightened could also get Necropotence another draw engine. Tutoring in the early game for Ascension, Smothering or Bitterblossom is also very good. Armory or Mystic could also get Deathmantle or Greaves.
Consider improving the manabase?
- Caves of Koilos
- High Market : sac outlet. It's helpful to be able to search for a sac outlet with Expedition Map.
- Ash Barrens : basic landcycling.
- City of Brass

After looking at this list and working on some tweaks I think this has the potential to be an ok archetype but nothing interesting. Blue makes Rec what it's renown for but I think there still some hope here.
For starters this is hoping your opponent isn't playing counters or post-board hate, which isn't reality. Sadly, enchantment removal and mono-blue just destroy slow builds now and this doesn't exactly have quick pay off like Nexus.
Turn 1 you have nothing. Turn 2 you have 5 cards that do nothing to interact. Turn 3 Casting Gift of Paradise after Treasure Map Flip looks bad to me on the curve. But that does leaves up a possible turn 3 Clarion, which isn't bad but not what this deck can rely on.
Turn 4 Rec may just get countered, bounced, Mortified, etc because no creatures or anything in particular is eating their removal. That's assuming 4 lands we're drawn or Paradise resolved. Route is a great power play but usually this deck doesn't really do much until Route resolves leaving your opponent a turn extra to continue their plan. Paradise into Route is also a bad curve. This is all the best case scenarios assuming you don't draw a gate either on curve, which happened to me frequently.
The good news is the power spells are mean once (if) resolved and hopefully you can play your next turn. Again our Dragon will immediately eat any creature removal and you can pray at least one untap with Rec to maybe want to do a measly 2 damage. Of course, this is generalizing from my experience.
So how to make this competitive from what I've seen. Needs 2CC removal spells. Lightning Strike , Justice Strike , Seal Away , or MB Lava Coil depending on meta. No control deck plays just big spells without early removal for time-tested reasons.
One suggestion I've made was Growth-Chamber Guardian . It made this deck a lot smoother against varied archetypes but left me wanting more.
One possibility would to be just go all in Gates. Likely splash for blue because it's just so powerful. Trim down Rec and add 4th Route and card draw + X spells.

Hey man i am working on this deck too, maybe we can help each other, here's my list for now. 10 Plains 9 Swamp 1 Godless Shrine 3 Isolated Chapel 3 Memorial to Glory 2 Tithe Taker 3 Ministrant of Obligation 2 Teysa Karlov 2 Seraph of the Scales 1 Kaya's Wrath 3 Conclave Tribunal 3 Hunted Witness 2 Demon of Catastrophes this dude save my ass sometimes. 1 Elenda, the Dusk Rose when it works well, damn shes amazing. 4 Mentor of the Meek the champion of the day, feels really good with all the card and token. 3 Doomed Dissenter 3 History of Benalia trying this one, had good presence 1 Militia Bugler trying one to see whats up. doing his job. 2 Ajani, Adversary of Tyrants ajani felt really good all the times she came. 2 Gutterbones trying this dude to see, deck kinda aggro lots of early, can land some extra damage.
i didnt try Pitiless Pontiff how is he feeling.

Memorial to Glory - A useful utility land that can late-game produce some soldiers.
Militia Bugler - Some pretty solid card selection that puts a soldier out on the board, and there is a decent amount of targets.
Dawn of Hope - Can draw you cards with some of the life gain synergies as well as be a soldier creating mana sink.
Benalish Marshal - An anthem on a stick.
Endless Atlas - Card draw in white.
Divine Visitation - Now all of your Darien tokens are 4/4 angels!
Doublecast - Much weaker than other copy spells as it cannot copy opposing spells, but if you are looking for more copy spells.
Fury Storm - Another copy spell, can be better than others. Up to preference.
Endless Atlas - Card draw in red.
Sower of Discord - Doubles up all of the group slug.
Varchild, Betrayer of Kjeldor - Encourages opponents to attack each other.
Endless Atlas - Card draw in white.
I don't have much for Ulrich or Skullbriar.
