looking at this from a super budget pov there are a couple of cards i would seriouly consider

Flickerwisp has been printed into the ground and with soulherder on the field he gets rid of your opponents needed land, plainswalker or creature for the entirety of there turn. hes also a good card to flicker your own stuff and is a solid flying attacker. most importanly hes been printed into the ground the last few years and sits between 5-25 cents (if you run a couple flip lands like Umara Wizard  Flip or Skyclave Cleric  Flip and target them with the flicker effect it turns them back into creatures for some solid board advantage or as a combat trick with Ephemerate

Professor of Symbology with a wishboard of

1x Environmental Sciences, 1x Mascot Exhibition, 2x Reduce to Memory

can get you out of most situations reduce kills anything for good science means you can keep a 2 land hand with prof and not regret it and mascot is a solid wincon if the games gets grindy. also prof is a solid looter if you get all your wishboard cards and the whole paxkage is under $2 (i still use this in my $100 mono white flicker list, and the deck has top 3 a few time and this card is the decks stoneforge mystic and is defiantly the next best thing)

1-2 copys of Lavinia of the Tenth this is a hard lock with soulherder for many deck. and pro red and the deck having instant speed flicker spells card be very difficult for some decks to deal with.

Hallowed Respite may be worth running as a 2 off, its a flicker spell that pumps or taps down problematic blocker and can be done a secound time late in the game when you need the value the most.

if you can find it in the budget id try very hard to run 4 Reflector Mage its basically the reson to run blue (alongside soulherder) for none budget versions of this list, and ist much much cheaper that Skyclave Apparition

on the oust issue this may seem strange but it may be worth considering Baffling End for 2 resons, 1 it can be flickered by flicker wisp or similar to exile extra things. 2 they stay permanently exiled, i wont be ideal for every situation but may well work for some.

if your planning on upgrading to moder staple id recomed 2 copys of Winds of Abandon before path. 1 its a solid path effect. 2 in the mid-lat game its a one sided boardwipe and there for can take the slots for cleansing nova while being more useful (also its a boardwipe that exiles meaning if you have a soulherder on the field it can easily be a 5-5/6-6 after casting this)

the secound cards id upgrade is Skyclave Apparition its hands down the most powerful card im my $100 version of the deck and is often my best draw. this and a Ephemerate or soulherder and you basically have a board wipe

if you do end up running 4 path 2 winds, then it can be worth running Knight of the White Orchid which makes Glacial Floodplain or Irrigated Farmland worth running (they also work great with and trigger Port Town)

id also consdider adding a manland to your landbase. on a budget you have either Frostwalk Bastion, Faerie Conclave. if you have a little more then Cave of the Frost Dragon is probably worth the upgrade. and if you willing to spend a little more on a modern staple Celestial Colonnade is the cheapest its ever been in the history of the game $3.5/$4 ish and definatly worth 2-3 of.

The standard hub you had on this deck left me a little confused because most of your cards are not standard legal. If you want a standard Elspeth deck for FNM, May I suggest any combination of Elspeth, Sun's Champion, The Birth of Meletis and Inquisitive Puppet? Also you may want to consider instants and sorceries that create creature tokens including, but not limited to, Emeria's Call  Flip, Mascot Exhibition and Starnheim Unleashed? If you decide to go this route I completely concur on Razelfark's suggestions of Omen of the Sun and Rally the Ranks. All of these (except for Rally the Ranks) will help to feed your graveyard to feed Elspeth's escape ability. Usher of the Fallen's boast ability can help the create creature tokens. Maskwood Nexus andTeam Pennant will help to make the deck feel more like soldier and token tribals, respectively. This all should give you a foundation for a Standard legal Elspeth Deck until Innistrad: Hunter's Moon is released.

If, However, you prefer a format without rotation, then I'd suggest any combination of Oath of Gideon to create tokens and loyalty counters and Nomads' Assembly for a cheaper and more reusable option to Deploy to the Front.

I really like this as a budget list.

A few options for taking it to fnm with a sideboard;

Cool X cost spells that are sideboardable - Corrosive Gale is colourless vs fliers, while Hurricane deals symetrical damage to players, which can jank out someone who fetched and put fear into people running shadow.

Mascot Exhibition doesn't need to be in the sideboard it puts a lot of bodies on the board. Vivien's Arkbow didn't find its neiche, and thus is cheap.

Chaos Wand and Mimic Vat can solo win grindy matchups.

Avarice Totem is a hilarious answer to a lot of cards that are otherwise unanswerable, if reliant on your opponent not having mana. Swapping stuff back and forth to remove it from combat becomes an entire instant speed back and forth game.

Orbs of Warding turns off a lot of decks.

A solid card option I think you may want a couple copies of in your deck would be Charge Through . This card will give you a combat trick that can give trample to your creature for a surprise lethal hit with your Dragonsguard Elite or just serve as a cheap cantrip spell to trigger your cards in play. The spell also doubles as a learn card allowing you to discard draw or grab a lesson card from your side deck. You can take advantage of this to add cards like Containment Breach , Expanded Anatomy , Introduction to Annihilation , or even Mascot Exhibition to give you some card options that may help you pending on board state situation.

Some other options you may want to consider for your deck are Lovestruck Beast and Brazen Borrower . The option to use them for the adventure can be useful for trigger the magecraft skills. Both have a different purpose to be useful as Lovestruck Beast if you lose the 1/1 it makes a good wall and strong fighter target for Blizzard Brawl ; Brazen Borrower serves as a useful disruption spell that can be a decent flying aggressor.

Out of the cards you are running, Quandrix Apprentice seems like your weakest link as most of your spells are reactive defense spells. This means you are not likely just throwing your spells out to help you draw the lands with their skill.

Like the simple concept you are trying to run. Some ideas for replacing the Shadewing Laureate since you are not sure how well it is working out for you.

Eyetwitch is a small early flier that can get you some spells from your side deck like Inkling Summoning to replace the body, Expanded Anatomy for some pump aggression that gets cheaper if you have Killian, Ink Duelist on the board, or Mascot Exhibition if the game got dragged out and you have a lot of mana. You are allowed up to seven slots in a side deck for best of one situations for lessons if you are interested.

Order of Midnight is a nice cheap flier for aggro with a downside of not being able to block, but can be used to bring back some of your creatures you may have lost earlier in the fight to give you extra momentum back into some games.

Nighthawk Scavenger would work well if you are looking for something in the same 3 drop slot for an option. This card can sometimes run away with games because of its flying lifelink body that can get larger as the game goes.

Umbral Juke is a spell option that you can consider if you are looking for an instant speed flier option that can be used as non-targeted removal. This can be good in the matchups against red/blue control decks that rely on dragons or giants. This is more a side deck option then a main board.

A spell you may want to consider for the deck (sideboard at least) is Humiliate . This card can be used to rip the sweepers or troublesome cards from your opponents hand while offering a permanent boost to a creature you might have in play.
