Zendikar Resurgent helps with mana a great deal, you would be surprised how it can help you cast dinos and give you draws.

Etali, Primal Storm is great advantage once you get to swing with it. Being able to trigger it once is enough imo. lol.

Ravages of War is really risky. One of my wincons, it should be cast in the proper timing. I was able to use this once with Gishath, Sun's Avatar on the board, it's easy to snowball from there.

I am also iffy about Needletooth Raptor. Might switch it out for Majestic Heliopterus, a dinosaur I overlooked. What do you think?

I have a really stretched combo here with a single-target dino, I don't rely on this happening everytime, but I almost had all the pieces once. Frilled Deathspitter + Cacophodon + Pyrohemia + Heroic Intervention + any permanent that taps for red mana = spit everyone to death. :D

I was able to win once with unlimited combat phases using Bear Umbra + Aggravated Assault as well.

I hope I was able to give you ideas with this commander. It's one of my favorites. :D

Note Steely Resolve is a nombo for lots of things you want to do. You might want to reconsider that card.

Huatli, Dinosaur Knight, Huatli, Radiant Champion, Pounce, Crash the Ramparts, Savage Stomp, Rile, Hunt the Weak, Enter the Unknown, Tilonalli's Crown, Kindred Boon, Majestic Heliopterus, Cacophodon, and lastly Spirit en-Dal all don't work if Steely Resolve is out and you choose dinosaur

So you only need about 40% of your deck to be dinos or interact with them for it to feel like a tribal deck. This gives you a lot of options in my opinion.

I would cut Territorial Hammerskull, Majestic Heliopterus, Kinjalli's Caller, Frilled Deathspitter and Drover of the Mighty as they are all rather low impact for what they are. Thundering Spineback is probably worth a look in as a mana sink

There are lots of generic support, that fit with dinosaurs as gods type stuff. Kindred Boon protects them and provides value. Kindred Charge is just a big alpha strike as your dinosaurs double.

Steely Resolve helps provide spot protection.

You need more lands/mana sources/ramp. Rule of thumb is you probably want about 42-46 mana boosts, of which about 36-38 of them should be lands.

For artifacts, Primal Amulet  Flip is rarely going to flip for you given how few you run so the value is minimal.

No. When they attack, both abilities will trigger at the same time and you need to choose legal targets for them as you put them on the stack. The Tilonalli's Skinshifter ability won't have resolved yet and it'll still be a Human Shaman, so the only legal target for the Majestic Heliopterus' ability will be the Charging Monstrosaur.

Say I attack with Charging Monstrosaur, Tilonalli's Skinshifter, and Majestic Heliopterus, can i have the skinshifter become a copy of the monstrosaur and then give it flying from the heliopterus since its becoming a dinosaur?

Also, I'd probably switch out some of the bad Dinosaurs. Charging Tuskodon, Goring Ceratops and especially Majestic Heliopterus all just don't pull their weight imo.

I like Bellowing Aegisaur, Ranging Raptors, Regisaur Alpha, Thrashing Brontodon, and Wakening Sun's Avatar as budget cards and Ghalta, Primal Hunger, and Ripjaw Raptor as slightly more expensive cards.
