Lose Hope

Instant

Target creature gets -1/-1 until end of turn.

Scry 2. (To scry 2, look at the top two cards of your library, then put any number of them on the bottom of your library and the rest on top in any order.)

Lose Hope is alright, but could probably be replaced by a better surveil effect, like Discovery / Dispersal (you can still cast the first half since its hybrid).

You might also want to tag the deck Casual or Legacy; there’s a lot of non-modern legal cards here

Since you're aiming for this deck to be under $30, here are some good subs that you can use.

You were right about obliterator while powerful for defense he's just...there :( same with mirari and unfortunately Revel in Riches as well a few discard spells may be effective due to toshiro's flashback ability. Some cantips like Cremate or Lose Hope could provide card advantage

You are trying to too much. And a lot of cards are questionable. Why Lose Hope. Is the cry that much worth it over Fatal Push. Why do you want a 7 mana 7/7 who only does stuff if blocked and otherwise is vanilla with no evasion, when the decks aim to kill you earlier than that.

Why Wildslayer Elves, a 4 mana 3/3? What benefit does wither give?

The way I play horobi is lots of targeting spells to clear the board, like Touch of Darkness and Cruel Feeding, and then a bunch of one drop targets. Aphotic Wisps Death Wind Disfigure Eye Gouge Lose Hope Tragic Slip Virulent Wound Cabal Trainee Shambling Goblin and so on. I also like Avatar of Woe, cause it's easy to get cheap with a deck like this.

If for no other reason than just for trying to go mono-black with it. I like all the removals and nastiness that comes with them.
Have you considered removing one Lose Hope and one Chainer's Edict for two Diabolic Edict?I know it doesn't have the flashback of Chainer's, but it hits at instant speed, which has saved me in a few situations.

Also, for mono-black, maybe Mortuary Mire for Haunted Fengraf? Though I see the benefits to both.

Either way, I like the deck and the creativity!
