Shouldn't you have a lot fewer creatures in this deck? The commander cares about non-creature spells... But if you are wanting lots of creatures, I'd suggest Hofri Ghostforge and Lorehold Apprentice. Maybe even Kindred Discovery to name spirits and draw tons of cards?

I would add in Lorehold Apprentice and Hofri Ghostforge just to add a more aggro side to this deck.

The viability of this suggestion depends on your playgroup but Lorehold Apprentice legally qualifies as a Pauper Commander. Your 99 cards would need to be common rarity. I don't know if you would be able to find enough support for the untap synergy at the common level but it might be fun to try.
The best part is that the entrance fee to owning a good Pauper Commander deck is closer to $20 instead of $600.
