This just broke spells such as Swords to Plowshares and Lava Blister.
Per wording, Cyclonic Rift can now be Overloaded for just . The only way around that is to stipulate that spells without Overloading are the only ones that benefit from it, but that makes it very clunky in a mechanical sense - and the ultimate risk of someone paying 7 mana to save 3 mana off one spell just isn't worth it.
Make another creature - preferably non-legendary - who affects another mechanic from Ravnica. Any of the Ravnica expansions will do.

Was able to field test this deck last Thursday May 23rd 2019. It was as much fun to play as I had hoped. The group I played it against has made a few suggestions. Vexing Devil and Risk Factor . I would like Vexing Devil more if it had flying, or another activated ability. I think I will try it just to add some pressure. Risk Factor, I like it because it gives me another Browbeat but with Flashback (Discard and pay).
I believe I will pull Tempest Efreet as it just doesn't seem like I ever use it, and maybe 1 or 2 Lava Blister s, to see if I can make more use of the Dwarven Driller s. Not as flashy as the blister, but once they hit the field look out.

I ended up taking out Burning Inquiry and Lava Blister. Im leaving the other one in for now.

Well if you really don't want to take out Darksteel Garrison, then I'd say Burning Inquiry, Lava Blister, and Not of This World seem like your weakest links

I've been plotting to put together a B/R land destruction deck myself for awhile, look into Icefall, Roiling Terrain, and Seismic Spike
Price of Glory would probably work well in here too, and maybe sideboard some Lava Blister

I would run more single target land destruction just to single out colors, so yo can cast multiple lands per tern with your lands. I would also run land destruction that deals damage in case you are too slow whith land destruction and they get some creatures out, and also to hurry up the game and hopefully finish it. I would suggest Pain/Suffering, Choking Sands, Lava Blister, Molten Rain, Cryoclasm, Dwarven Blastminer, Dwarven Miner, Rancid Earth, Shivan Harvest, Keldon Arsonist and perhaps even Pooling Venom.
