Uh... Im not sure you know what your commander does based on your creature pool. On a scale of 1-10, i would rate this a 1.5, but i'll help you with that. You might as well be running Golos, Tireless Pilgrim. You have a small number of Dragons in the deck, and I noticed a bunch of useless non-dragon creatures in the deck.
32 lands is wayyyy to few, and you have an awful mana base, even on a budget, having only 1 tri-land and a random af arrangement of shock and gain lands.
You have little ramp, if any, which will slow you down greatly in a format such as commander Another concern is your lack of mana rocks. Why only one signet?
Your removal is pathetic, to be honest, with only one murder. Removal is IMPORTANT in commander, being used at both utility and a rich bargaining tool in the political side of the format.
But enough with flaming the deck, here is what I would put it.
First off, let's talk about your commander. It supports a heavy dragon tribal theme, and you want nearly all of your creatures creatures that either add to this theme or ramp you to get him out earlier. If you are to be running a non dragon creature, make sure it is a utility creature such as Reclamation Sage that can either ramp you or get rid of problems on the board.
Here is what I would cut if i was building him:

Brineborn Cutthroat - A 2/2 with flash wont cut it in Ur
Corpse Knight - No sacrifice theme
Dreadmalkin - cmon, really?
Empyrean Eagle - Other cards do this a lot more efficiently
Exava, Rakdos Blood Witch - No madness or counter theme
Faerie Vandal - just no
Garenbrig Carver - bad in general
Gravedigger - not a dragon
Grumgully, the Generous - not efficent
Venerable Knight - no synergy in deck
Instant:
Artifact:
Manalith - You can keep it in, but it isn't very good
Sorcery:
Compelling Argument - 0 MILL THEME!!!
Enchantment:
Here is what I would add:

Dryad of the Ilysian Grove - Can ramp you AND fix your mana
Dragonspeaker Shaman - cuts down mana cost drastically
Dragonlord Kolaghan - Haste enabler and good beater
Dragonlord Dromoka - game winning lockdown effect
Nicol Bolas, the Ravager  Flip
Karrthus, Tyrant of Jund - haste enabler
Kokusho, the Evening Star - good beater with amazing ability
Birds of Paradise - great mana dork
Removal
Ramp:
Mana Rocks
ALL the signets (Emphasis on ALL)
Lands:
All tri-lands from Tarkir and Alara
Try to get all 10 fetch and shock lands if at all possible
Utility lands:
Planeswalkers:
Anthems:
This is just a few thing I think the deck could need, obviously it needs ore board wipes and wincons, however this is a good place to start. I want to be clear, I dont hate the deck, but I Think it needs improvements to become and 8. For your first commander deck, it's just fine. Thanks for reading. Cheers

Mdmaster13 I haven't decided on sideboard changes yet, but how does this look for mainboard updates?

Actually when I started brainstorming for this deck Wrangler was one of the cards I considered! So when I was piecing this together I wanted to have a solid playset of 2 drops to give me plays during the games I don't have a t1 dork. The three I considered were Kronch Wrangler , Heir of the Wilds , and Frost Walker . My very first iteration of this deck ran 4 Frost Walker and 4 Kronch Wrangler, a 2 drop P4 critter synergized well with Wrangler and kept my pressure up. However, Walker has alot of issues. It has basically 0 use on defense, can't be buffed by Scions or TBR, and cant be effectively protected by Stubborn Denial. Wrangler is another good card but suffers from AetherVial syndrome. You want to open with it but never want to topdeck it. Heir of the Wilds is just accross the board a phenominal card on offense and defense, and gives me 7 deathtouch bodies to push with Scions and Battle Rage. In fact with Scions he buffs himself and becomes a 5/3 fs/t/dt. The other slot went to Bonecrusher Giant. So much versitility for a 2.5 cmc critter

I know it's not a super exciting card, but Kronch Wrangler is actually pretty good in a ferocious build. Getting permanent buffs for bringing out your big creatures can be really nice. Obviously you'd probably prefer getting a Mana dork turn one and play a 3 drop on turn 2, but figured I'd at least try to put it on your radar lol.

Yeah, I put it in since it could be a good game finisher if your guys get buffed enough from combat damage with Shaman of the Great Hunt since its like a no sac fling, but I have never played with it before but it does just seem decent at most.
I just took out a Kronch Wrangler for a Temur Ascendancy since the haste and the card draw is really good from the testing. Goreclaw was also REALLY good in testing so far since i can play most of my dudes for 2 or 1 mana with it. Im also unsure about Woodland Wanderer which was in my original deck back in that standard since i can play it as a 6/6 with Beastcaller Savant or Sylvan Caryatid (Im not sure which to use but i do like the haste and being able to attack if needed). back then Temur Battle Rage was insane and always won games so Im thinking about adding another since it has still done great, and Im thinking about replacing Opt with Anticipate (also what i played in the original deck) since it can dig deeper for answers or dudes.
Bonecrusher Giant is also a beast. especially with goreclaw out. 3 mana for a shock and a 4/3 is really nice. same with goreclaws trample anthem affect with rhonas' deathtouch.
