I feel like with Squire + Toll Collector + Darksteel Myr you're going to give your opponent a hell of a time getting around your slinging capabilities. It also saves you on some color restrictions, too.
I had an old voltron deck where I ran those guys and it worked pretty well. My problem was figuring out a strong enough draw engine to ensure plenty of toys for my boys to play with. I ended up going with Otherworld Atlas, which sometimes backfired when my opponent got cards, too.
Might go Mardu and run black draws, like Indulgent Tormentor. But that's besides the point.

That card + Thousand-Year Elixir Mass Hysteria In the Web of War Lightning Greaves + Burning-Tree Emissary Priest of Urabrask Priest of Gix Kazuul's Toll Collector Kor Outfitter Puresteel Paladin(with metalcraft) Auriok Survivors(if you have a sacrifice outlet) = infinite ETB triggers, too
Basically, it's be a EDH combo machine.

You could consider these cards Hound of Griselbrand, Brass Squire, Batterskull, Tenza, Godo's Maul, Sword of Vengeance, Bludgeon Brawl, Kazuul's Toll Collector, Godo, Bandit Warlord, and Masterwork of Ingenuity.

I think you'd be better of playing more card draw and removal to buy yourself time for Wandering Fumarole+Crackdown Construct, then the Kazuul's Toll Collector. Tazuul and the Construct isnt a 2 card, but a 3 card combo, because it needs a valid equipment target. Because you have only 5 equipment and 3 Toll Collector in the deck, it makes drawing this combo much harder, and if you don't get all the required pieces, the Toll Collector and equipment is simply awful, it sits around and doesn't effect the board at all. Aether Meltdown is also extremely subpar, there are many much better removal options.
Lastly, I would not just run 4 Essence Scatter, as its sorta subpar in some matchups. I'd either go for a 2/2 split with Negate or just replace it entirely with Censor and leave the Negate and Essence Scatter on the side, which I think I like a little better, as censor can replace itself to help you draw into the combo. Overall, deck looks fun and I'm excited to see where you take it.

Very interesting deck idea you have going. And it looks like you've already got most of the expensive cards in the deck as you have now.
You asked for budget recommendations to make this deck better. Here are my thoughts.
Start by moving every non-basic land in your maybe board to your mainboard. I like the basic lands but I don't think you have enough color fixing in the deck and I can see situations where you might end up color screwed and not be able to play things. Additionally, uncounterable abilities like the Subhome can force your opponents to make descisions that they might otherwise not have to make.Also consider running 34 to 36 lands total so that you aren't missing land drops, especially in the early game.
Swap the Fork in the Road out for the Kodama's Reach in your maybe board. Loosing a land to the graveyard after searching for it seems like a waste in a deck where you are not focused on graveyard.
The Blood Mist looks kind of weak in this deck. I would swap it out for another creature. And unless you are just really that excited about the Exert mechanic, I would consider replaceing those creatures with things that re more efficient. The Exert mechanic might work in draft or Standard, but I don't think it is a good choice for Commander decks. Take a look at the folowing creatures and see if they would work for you.
Equipment mattters theme
Avacynian Missionaries Flip, Kor Duelist, Stone Haven Outfitter, Brass Squire, Kazuul's Toll Collector, Loxodon Punisher and Weapons Trainer
Double stike, bloodthirst, or trample to maximize the effects of the equipment
Marisi's Twinclaws or Hearthfire Hobgoblin, Scab-Clan Mauler, Skarrgan Pit-Skulk and many others.
Utility creatures that also help
Silklash Spider, Brigid, Hero of Kinsbaile, Taurean Mauler, and Spikeshot Goblin. I know that some of these might be a bit weak, but I'm focusing on good and budget friendly. Vexing Shusher and Godsire may not be budget cards but they are not too expensive and could help out.

An ability "fizzles" when it tries to resolve but finds that it's predetermined target is no longer valid. In order for this to happen it needs to first be activated, which requires determining a valid target. You cannot activate the ability if you do not control any equipment. You may however activate the ability targeting an equipment already attached to the Kazuul's Toll Collector, so you can get an arbitrarily large Crackdown Construct with any single equipment on the battlefield, assuming your opponent has no responses.
