Hi there! I worked on a very similar build before the Commander 2017 Series, and I have a few tips.
this Olivia is stronger as a Timmy Aggro general, so you want to have some brutally efficient early game, rather than cards like Dark Impostor, which are high value but very slow. Also, it would be much better for you to add vampires and vampire synergy, rather than Madness cards, as they are less efficient. Here are my recommendations
CUT: Archfiend of Ifnir, Dark Impostor, Insatiable Gorgers, Drana, Kalastria Bloodchief, Stromkirk Occultist. Vampire Cutthroat, Voldaren Pariah Flip, Faith of the Devoted, Gibbering Descent, Fiery Temper, Alms of the Vein, Gisa's Bidding, From Under the Floorboards, Blood Tribute, Cultivator's Caravan, Hedron Archive
ADD: Vampire Nocturnus, Bloodline Keeper Flip, Captivating Vampire, Olivia Voldaren, Purphoros, God of the Forge, Smuggler's Copter, Lightning Bolt, Mogis, God of Slaughter, Living Death, Kalitas, Traitor of Ghet, Coat of Arms, Phyrexian Arena, Outpost Siege, Living Death.

I just feel that you need more creatures with madness Incorrigible Youths or Twins of Maurer Estate are alright choices, then add two more Falkenrath Gorger and finally this last one is just personal preference I wouldn't recommend Insatiable Gorgers their not horrible, but the lack of choice in attacking or blocking on a creature can be the difference between winning or losing. As for your mana curve it's not horrible for an aggro deck Imo. I'd just recommend also when u give it to them, make a note on how they can improve it. Finally this is a small thing, but consider some dual lands for your friend's deck Cinder Barrens is still standard legal and cheap (cause Ik u wanna keep it budget and Idk if it has to be standard legal). or atleast some Evolving Wilds

Let's take Bloodmad Vampire as our test case.Assuming Falkenrath Gorger is on the board Bloodmad Vampire has 2 separate madness costs.
It already has a madness ability for 
, it now also has the ability due to Falkenrath Gorger to madness it in for 
.
Why in this standard environment that would be beneficial i'll ever know, but yeah you could i suppose.
Insatiable Gorgers in the same breath would have again 2 separate madness costs too, one at 
and one at .
