I love Jalira's possibilities, but I feel like there are a few areas where you can make some cheap and easy tweaks to improve the deck.
You have a few creatures here that I wouldn't be thrilled to polymorph into.
You have a lot of creatures that create tokens, like Drowner of Hope, Incubator Drone, Master of Waves, and Wall of Kelp. I would consider taking all of these out and adding Zoetic Cavern, and leaving those empty spaces to add some draw/lands, which I think you are lacking. I realize that Jalira wants stuff to stay in the library rather than in your hand, but you'll be able to pay the mana costs on these cards later in the game just fine.
Recurring Insight and Flow of Ideas are my favorites for big draw cards that won't break the bank. If either of these resolve, it can win you the game in the long run. I'd put in some islands in lieu of your deck-thinning non-basic lands (like your panoramas and Wilds/Expanse) for Flow of Ideas, since these lands are slowing down your game and eating into your Caged Sun and Scourge of Fleets profits. Blue has tons of draw options, and it doesn't need deck thinning, even in a polymorph build.
You also have a few creatures that are just uninspiring in general, like Morphling and Broodbirth Viper, which is blocked by everything. I would swap these with some fun ones, like Patron of the Moon, Tidespout Tyrant, or Azami, Lady of Scrolls. Or, if you've got some extra dough, Venser, Shaper Savant or Teferi, Mage of Zhalfir.
I would also think about swapping some of your instants. There is no reason to run Spell Rupture before Counterspell, and you don't have enough artifacts to play Thirst for Knowledge before you play Compulsive Research.
If you like these suggestions, I can make more. All in all, this looks like a fun deck to play, and I like where you're going with it.

Brood Monitor kinda expensive mana costing though.
Eldrazi Skyspawner one of my favorites but weak
And of course you can use the Scions to produce more mana for the bigger guys!

Skullclamp should be mainboarded in pretty much every EDH deck. With Oona's tokens skullclamp is a 1 mana draw 2 card.
GraveTitan is a very good card in general, will put pressure on the board, and give more tokens.
Phenax, God of Deception will help burst down a single targer.
Glen Elendra Liege will anthem your creatures. It is a non-bo with skullclamp, but it makes Everything beefier.
Disciple of Bolas is a great way to draw cards and gain life, especially if you can recur it.
Wrexial, the Risen Deep is highly synergistic with milling as you get to cast their instants and sorceries.
Diluvian Primordial. Same as Wrexial.
Sepulchral Primordial. Ditto again.

I would recommend you run at least 24 lands with this mana curve. I would cut the Hedron Crawlers and an Incubator Drone for more lands. If you can, Shivan Reefs are great lands, essentially a better Corrupted Crossroads. Consider Evolving Wilds and a Wastes for lands instead of Highland Lakes and Holdout Settlements. Herald of Kozileks are good and maybe Processor Assaults depending on how consistently you ingest. Another possible addition is the Matter Reshaper. Incubator Drones should be cut and the Deepfathom Skulker unless it has been doing well because it is too slow. Maybe cut one copy of Drowner of Hope.I hope I have been of help. I'd say start with focusing the deck: Ingest + Process is powerful, but only when the entire deck is working towards this endgoal. Being U/B favours the playing of Ulamog (and other large friends) eventually and consistently rather than quickly and sporadically. It involves less "all-in" and more consistent tempo-based plays.

I wonder if you may have stumbled across a mono-blue ramp deck, f4i2001.
Blinding Drone taps problematic creatures. Needs <> mana.Cultivator Drone provide <> mana.Eldrazi Skyspawner flies and unloads a <> scion.Gravity Negator flies and can take a friend with <> mana.Hedron Crawler ramps <> mana production.Incubator Drone ate his vegetables while Cultivator Drone did not.Kozilek's Channeler and Pathfinder do neat stuff with <> mana.Warden of Geometries likes <> mana, too.
Pick large Eldrazi and cast them faster than opponents can match. Blue offers counterspells and draw effects aplenty, so these should shield or bounce your assets. Merely adding a few Salvage Drone helps ensure how Ruin Processor can help you win the late game, when Eldrazi Devastator trramples through (perhaps he Slip Through Space)?
