Whenever a creature attacks, flip a coin. If you win the flip, the next time that creature would deal combat damage this turn, it deals double that damage instead. If you lose the flip, the next time that creature would deal combat damage this turn, prevent that damage.

soldier1030 the maybeboard isn't all cards that I'm sure I will add, it has a lot that I am mostly just considering. Price of Glory and Stolen Strategy are cards I'm thinking about. However, Crucible of Worlds and Goblin Settler are kinda pricey but I do definitely want them.

When flipping the coin to decide whether a creature's damage is doubled or reduced to zero through Impulsive Maneuvers, do you flip as soon as the creature is declared as an attacker, or once blockers are assigned? The card seems to suggest it id flipped before blockers are declared, but that seems a little silly to me and removes the uncertainty for the opponent.

Glad to see another Chaos deck!
With so high average CMC (4,76 is reaaally high), You would definetly make use of Psychic Battle. You are also running Timesifter (I love this card), so Sensei's Divining Top could make this "chaos" more controlable for you. Top lets you sort higher CMC cards to top and make more use of those two cards.
You are also using few flip enchantments, where Krark's Thumb is working like Top mentioned above. With Thumb, You can choose in 75% of cases, whenever creatures deals double damage or dont deal it at all with Impulsive Maneuvers. This also works with Tide of War, since it's always You flipping a coin.
I will try and suggest more cards later, but You surely should see my In the Lab of the Mad Scientists deck for more ideas.

I know a lot of those are more stax-y and group-slug-y than chaotic but some of them are quite chaotic and some of them force opponents to do something they don't want to do.

I like how the deck looks to be honest. In what aspect do you want help with? How does your meta look like, and where is your deck lacking in that regard? If you clarify these, the community can help you more :)
Here are a few things I could say based on what I see you having and what my idea of a Brave Sir Norin deck is. Starting with Krark's Thumb. Include Impulsive Maneuvers and Chance Encounter in the place of Dictate, Furnace or one of your crazy expensive yet fun to play with chaos cards. Double damage doesnt look like it fits with what you want to do in the deck, which is make tons of triggers for Purphoros, or overrun everyone with goblins (which promptly become 2/1, if you have a double damage out). Chance encounter gives you an alternate win-con and impulsive maneuvers helps you realize it just by attacking with a large host of gobos, or when your opponents attack you trying to kill you before you win.
Another question is: What is Feldon of the Third Path doing here? I see no targets for him to abuse... Is he just a glorified token generator?
How is Pandemonium performing for you? I've had some bad experience with it so I sort of shun away from the card...
Also, you run a lot of cards certain playgroups would hate you for; mine for example hates mass land destruction so if you played Ruination and didn't proceed to win on the next turn you would be considered unsportsmanlike and your gentlemanly status would be revoked! (we would stop playing with you if you did that often) :p
