GaymerMaid Interesting concept for Muldrotha, if your looking to refine the competitiveness of the deck I would suggest to run more tutors as well as ways to cheat in Omniscience for free. In Sultai colors you are limited quite a bit as the ways to cheat in Omniscience is essentially Show and Tell for a decent build or Dream Halls. Other than that you will have to ramp to hit at minimum 10 mana.

Here are some cards to help you accelerate into that 10 mana, Exploration, Azusa, Lost but Seeking, Oracle of Mul Daya, Dimir Signet, Golgari Signet, Simic Signet, Fellwar Stone, Mind Stone, Commander's Sphere.

There are faster ways but the price goes exponentially higher, the faster rocks are Mana Crypt, Mana Vault, Mox Diamond, Chrome Mox, Grim Monolith. In addition to make your Hunting Pack work for storm, you need to use an enabler as well as the game plan to end it that turn. Some cheap ways to access storm count is Isochron Scepter and Dramatic Reversal or Paradox Engine to go infinite mana with your rocks as well as a card draw engine to keep the gas going.

Future Sight is really good for filtering lands off your topdeck to maximize Rashmi's ability, and it means your hand will never technically be empty.

Leyline of Anticipation and Vedalken Orrery allow you to get an extra Rashmi trigger during your opponents' turns for extra value. Plus, they're really powerful cards in general, like if you want to combo off during an opponent's end step.

Mind's Dilation is on-theme and provides extra advantages.

Courser of Kruphix, like Future Sight, filters lands off your topdeck and allows you to see what Rashmi's ability will be affecting.

Mystical Tutor can grab Hunting Pack or another much-needed spell to cast with Rashmi's ability.

Get Scroll Rack. Nuff said.

Burgeoning gives you something to do early on when Rashmi will be revealing lands. Repeatable, broken land ramp is never a bad idea.

Teferi, Mage of Zhalfir gets you to abuse Rashmi's ability during opponents' turns.

Grind on Meren of Clan Nel Toth... (wait for it...) Storm

Okay so obviously this deck is already perfect, Meren storm is the deck of Grand Divinity!!!
That being said, you could run something like Grave Titan + Nim Deathmantle + Ashnod's Altar. i guess this also works with Myr Battlesphere.
i think Hunting Pack is on flavor if not that great of a card, and if you do get a deathmantle combo then also Fresh Meat can give you tons of token creatures too.
also it seems like grim haruspex is the MVP of the deck - you could run Harvester of Souls to have another draw engine. and Diabolic Tutor is budget and can let you tutor for your storm engines.

I agree with enpc; mill decks are hard to win with in EDH without going the combo route. It sounds like your best options are combo (like Phenax and Eater of the Dead), and reanimation. Cards like Endless Obedience, Coffin Queen, and Lazav, Dimir Mastermind are all good cards to have in an EDH mill deck.

If you want to try a political deck, in my experience there are two things that help a lot:

Have a commander that doesn't look threatening. When I tried Rubinia Soulsinger and Progenitus, I noticed that generally people would leave me alone, because Rubinia is 2/3 and Progenitus won't come out until turn 7 or 8 at the earliest.

Play a ton of instants. Once your opponents learn that attacking you results in spells like Broken Visage, Evacuation, Fault Line, Rout, or Hunting Pack, they will be more reluctant to do so.

In answer to your original question, I would go with Phenax. He's harder to remove, combos very well with untap effects like Turnabout, Galvanic Alchemist, and Horseshoe Crab, and your opponents won't be too worried about him until you have seven devotion.

After some review, I think I'm just going to cut Hunting Pack. It's a mono-green storm card, which is novel, yes, and it hasn't wholly disappointed me, or anything, but I feel like it's kind of 'win more'. If I'm casting that many spells, I'm probably doing pretty well anyway, to the point where I don't actually need hunting pack. In its stead, Grave Sifter offers some wrath protection, and also makes our Primal Surge and Genesis Wave slightly better.

Note: If you use Maelstrom Wanderer for Storm, then use things that produce tokens like Empty the Warrens, Hunting Pack, because he gives all of your creatures haste.

Things like Ghostly Flicker can also trigger Maelstrom Wanderer's ability.

Clone Legion is awesome to use after you get tokens from Empty the Warrens and Hunting Pack.

You can use spells like Memory's Journey to retrieve your storm spells.
