Blue Wizards: Crafty Pathmage, Frontline Sage, Grixis Illusionist, Stream of Unconsciousness. Tideshaper Mystic, Prodigal Sorcerer, Trinket Mage could search for the "holy hand-grenade":Explosive Apparatus or any of the spell bombs. Trinket Mage could also search for the "holy grail": Golden Urn!

Cards like Moonbow Illusionist, Grixis Illusionist, Spreading Seas and Blood Moon all will have the same result. Turning a land into a basic land type makes it lose all of its abilities and land types it might have already had, but it won't stop it from being a creature. When you set a land's subtype, it loses the abilities generated by its rules text, but not abilities granted by other effects. In this case, the Encampment will lose its printed ability (i.e. the ability to become a creature,) but not the abilities that it gave itself when you activated its animation ability - namely, First Strike. In every case, the Fatal Push will still kill it.

In early game, the purpose of Reef Shaman isn't specifically to give my opponent an island, but to give them a land they can't use and thus to slow them down. Reef Shaman's ability, when used during my opponent's upkeep, means that their targeted land can only be used for instants and activated abilities at the beginning of their turn. If I am facing any nonblue deck and certain types of artifact decks then RS combined with Sea's claim often results in my opponent being shut down long enough for me to pull out one of my combos.

In the instance where my opponent gets more lands than I have RF/SC, then I make the decision on whether it is better to keep altering their lands or save RS for blocking. Usually by this time I have a combo ready to go, such as Master of the Pearl Trident and Mirrorweave.

And sorry I realize my description is a bit of a mess, and the deck presented is still in prototype phase. My physical version of this deck still contains Summon the School, Stonybrook Schoolmaster and Judge of Currents. I guess I included Wanderwine Hub out of habit. Still debating on whether to keep splashing white or not. As much as I like the infinite merfolk token combo, I've felt I may be able to do without it considering how much it takes to accomplish when I could just focus on quicker strategies which are just as, if not more, effective.

As for modern legal, that's the reason for posting it as a prototype so everyone can see the original idea behind the illegal cards. Rhystic Study and Tidal Courier are the easiest to replace; I love using 1-2 CMC cards that give a bonus draw, I've already got a few and I'm likely exchanging Sea's Claim for Spreading Seas.

Cyclonic Rift and Repeal (more bonus draw) are my top picks to replace Chain of Vapor at the moment, but I still haven't looked into nonblue yet for viable alternatives.

Reef Shaman is the main one I'm worried about. Tideshaper Mystic is restricted to my turn. Aquitect's Will is in addition to its other types. Streambed Aquitects has too high of a CMC. Even non-merfolk Grixis Illusionist must target a land I control. Someone really doesn't want another Reef Shaman in modern.

I'd reccomend some more sources of land destruction- Plow Under is super good. I tried a deck running all nonbasics and Choke/Spreading Seas before now, but it is tricky to get the land type changes. Some cards allow lands to become any type Grixis Illusionist springs to mind. There is a 1 drop black enchantment that makes any land a swamp. Good luck with the tinkering though.

Grixis Illusionist could help cast their stuff. Mana Confluence will cost you life, but if it allows you to win it's worth it. Looks super cool
